HomeMy WebLinkAboutFinance November 12 1996WHATCOM COUNTY COUNCIL Finance and Administrative Services Committee November 12, 1996 The meeting was called to order at 9:32 a.m. by Committee Chair Robert Imhof in the Council Committee Room, 311 Grand Avenue. Also Present: Tom Brown Absent: Marlene Dawson COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE BUDGET, REQUEST # 9 (AB96 -376) Dave Wareing, Executive's Office, lead in the discussion of this item, of which there were two elements: $498,000 (for acquisition of property and construction of 32 family dwellings from state and federal block grants, which is a pass - through process; and $21,600 for the CTED Grant to assist the County in planning a feasibility analysis for the creation of affordable housing). Michael Knapp, Planning and Development Services, commented briefly. Discussion topics included: focus on unincorporated areas; explanation of the process; and monies actually expended. Brad Bennett, ADA Finance, briefly commented. Brown moved to recommend approval. Motion carried 2 -0. COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AMENDMENT #3 TO THE PROFESSIONAL SERVICES CONTRACT WITH LANE POWELL SPEARS LUBERSKY FOR LEGAL COUNSEL ON RDS DISPUTE (AB96 -388) Dave Wareing, Executive's Office, commented. Jeff Monsen, Public Works, gave an update on the background information. He noted that the arbitration has been continued until late January. Also discussed: surcharge funds as a revenue source; an update of arbitration events; and the Ferndale lagoon. Finance Minutes, 11/12/96, Page 1 Imhof moved to recommend approval. However, since Brown was opposed, the issue was forwarded to Council as is. Imhof noted an executive session would be scheduled for November 26 in order for the Council to be briefed by counsel on an update of this issue. 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO RATIFY THE TEAMSTER HEALTH CLERICAL COLLECTIVE BARGAINING AGREEMENT, EFFECTIVE JANUARY 1, 1996 THROUGH DECEMBER 31, 1998 (AB96 -389) Imhof moved to recommend approval. Motion carried 2 -0. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD A CONTRACT TO THE LOW BIDDER FOR TRAFFIC CONTROL SIGNS FOR THE WHATCOM COUNTY PUBLIC WORKS DEPARTMENT (AB96 -390) Brown moved to recommend approval. Those commenting included: Dave Wareing, Executive's Office Dick Prieve, Public Works Motion carried 2 -0. 4. REQUEST APPROVAL FOR THE EXECUTIVE TO ENTER INTO AN ADDENDUM TO THE AGREEMENT BETWEEN RUSTAND, INC. AND WHATCOM COUNTY FOR AN ADDITIONAL 15 BEDS FOR OFF -SITE WORK RELEASE (AB96 -391) Those commenting included: Dave Wareing, Executive's Office Ray Gordon, Jail Deane Sandell, Sheriffs Office Brown moved to recommend approval.
