Also Present: Marlene Dawson Tom Brown Absent: None COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. REQUEST AUTHORIZATION FOR COUNCIL TO ENTER INTO AMENDMENT 91 TO PROFESSIONAL SERVICES CONTRACT #9602049, HEARING EXAMINER SERVICES PROVIDED BY MICHAEL BOBBINK (AB96 -050A) Imhof moved to recommend approval of the contract. Motion carried unanimously. COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A GRANT APPLICATION TO THE DEPARTMENT OF ECOLOGY FOR A SHORELANDS AND COASTAL ZONE MANAGEMENT PROGRAM (AB96- 23 8) Those speaking included: Bob Woods, Council Budget and Program Analyst Jeff Griffin, Planning & Development Services Michael Freestone Imhof moved to recommend approval. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT FOR PROFESSIONAL SERVICES WITH LANE POWELL SPEARS LUBERSKY FOR LEGAL COUNSEL (AB96 -239) Brown moved to recommend approval. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO EXTEND THE ORIGINAL BID FOR JAIL COMMISSARY SUPPLIES FOR AN ADDITIONAL YEAR (AB96 -240) Brad Bennett, Finance, commented regarding a clarification question. He and Bob Woods were requested by Chair to develop language regarding clarification of the necessity of returning the contract every year for approval. Dawson moved to recommend approval. Motion carried unanimously. 4. REQUEST BID AUTHORIZATION FOR THE EXECUTIVE TO PURCHASE TIRES VIA WASHINGTON STATE CONTRACT #01 195 (AB96 -241) Brown moved to recommend approval. Motion carried unanimously. 5. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT WITH ST. JOSEPH HOSPITAL FOR AIDE AND YOUTH OUTPATIENT SERVICES (AB96 -242) John Hooper, Combined Treatment Services, noted corrections on packet page 23: item 1 should be $164,525 (not $165,361) and item 3 should be $34,784 (not $42,387). Brown moved to recommend approval. Motion carried unanimously. 6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE COUNCIL OF GOVERNMENTS TO COMPLY WITH THE TRANSPORTATION DEMAND MANAGEMENT LAW (AB96 -243) Finance Minutes, 6/24/96, Page 2 Those speaking included: Jim Miller, Council of Governments Bob Woods Dave Wareing, Executive's Office Dawson moved to recommend approval. Motion carried 2 -1 with Brown opposed. 7. OTHER BUSINESS Vern Press, representing the Whatcom County Chapter of the Washington State License and Beverage Association, and Dick Dickerboom spoke to the gambling tax. Press noted the gambling businesses are affected by the Indian casinos and the Canadian dollar. He pointed out the tax is on gross sales of these mostly small businesses. He distributed handouts, stating costs, fees and inflation have all increased. This tax is not passed to customers, as it is mandated by state law. The gambling businesses (24 in the County) are losing one -third percent per year of net income. Council was requested to decrease the tax on gross sales so the tax would be on real earnings only.
