Also Present: Ward Nelson Marlene Dawson Absent: None COMMITTEE DISCUSSIONS AND RECOMMENDATIONS TO COUNCIL 1. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONSULTING SERVICES CONTRACT WITH RE SOURCES TO PROVIDE THE 1996 EDUCATION AND PROMOTION PROGRAM FOR WASTE REDUCTION AND RECYCLING /HOUSEHOLD HAZARDOUS WASTE FOR THE PERIOD OF JANUARY 1, 1996 THROUGH JULY 319 1997 (AB95 -481) Those speaking included: Jeff Monsen, Public Works Jeff Miller, Public Works Carl Weimer, RE Sources Larry McCarter, RDS Ken Henderson, Council Member Bob Woods, Council Budget and Program Analyst Nelson moved to recommend approval of a 19 month- contract. Motion carried unanimously. 2. ORDINANCE CLARIFYING ADMINISTRATIVE PROCEDURES FOR THE WEED BOARD (AB95 -469) Starkenburg moved to recommend approval. Motion carried unanimously. 3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A DISPOSAL SITE AGREEMENT WITH RECYCLING AND DISPOSAL SERVICES, INC. Rate control ceiling and exempting CDL material was discussed (Flow Control process). (Clerk's Note: It was the intent of the Committee to move forward on rate control ceiling and exempting CDL material) This item was held in committee. COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT WITH SENIOR COMMUNITY SERVICES TO PROVIDE STATE PASS - THROUGH FUNDS FOR DEVELOPMENTAL DISABLED SENIORS FOR THE PERIOD OF JULY 1, 1995 TO JUNE 30, 1996, IN THE AMOUNT OF $67,754.83 (AB95 -496) Carl Allen, Developmental Disabilities, gave a brief overview on the contracts. Nelson moved to recommend approval of the contracts in items #1 through #6. Motion carried unanimously. 2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT WITH WHATCOM CENTER FOR EARLY LEARNING TO PROVIDE STATE PASS - THROUGH FUNDS FOR EARLY CHILDHOOD EDUCATION SERVICES FOR THE PERIOD OF JULY 1, 1995 THROUGH JUNE 30, 1996, IN THE TOTAL AMOUNT OF $151,266.38 (AB95 -497) 3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT WITH LOCAL FOCUS TO PROVIDE STATE PASS - THROUGH FUNDS TO DELIVER Finance Minutes, 1/2/96, Page 2 1 SERVICES TO DEVELOPMENTAL DISABLED PERSONS FOR THE 2 PERIOD OF JULY 1, 1995 THROUGH JUNE 30, 1996, IN THE TOTAL 3 AMOUNT OF $75,754.80 (AB95 -498) 4 5 4. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO 13 ENTER INTO A PROFESSIONAL SERVICES CONTRACT WITH 14 ANGELA CUEVAS, SR. FOR ENGLISH - SPANISH TRANSLATION 15 FOR THE PERIOD OF JULY 1, 1995 THROUGH JUNE 30, 1996, IN 16 THE TOTAL AMOUNT OF $8,100.00 (AB95 -500) 17 18 6. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO 19 ENTER INTO A CONTRACT AMENDMENT WITH NORTHWEST 20 INDUSTRIES TO PROVIDE STATE PASS - THROUGH FUNDS FOR 21 SHELTERED EMPLOYMENT SERVICES FOR THE PERIOD OF 22 JULY 1, 1995 THROUGH JUNE 30, 1996, IN THE TOTAL AMOUNT 23 OF $292,281.40 (AB95 -501) 24 25 7. RESOLUTION SETTING THE HEARING AND NOTICE OF 26 HEARING ON THE SALE OF TAX TITLE PROPERTY, REQUEST 27 #95 -9 (AB95 -502) 28 29 Barbara Cory, Treasurer, addressed the committee. She noted that no sale price 30 on either of the properties in items 7 and 8 has been recommended by the Property 31 Management Committee. She requested direction regarding appraisals on all properties 32 and policy regarding sales to the City of Bellingham. Discussion followed. 33 34 Starkenburg moved to recommend giving the Treasurer the opportunity to obtain 35 an appraisal on the properties in items 7 and 8 and, after the appraisals are determined, 36 Cory will return to committee to discuss public auction vs. negotiation with the City of 37 Bellingham. 38 39 Motion carried unanimously. 40 41 Starkenburg stated items 7 and 8 will be held in committee for further discussion 42 regarding policy direction.
