6 The meeting was called to order at 9:30 a.m. by Committee Chair Robert Imhof
7 in the Council Committee Room, 311 Grand Avenue.

15 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER
16 INTO A CONTRACT AGREEMENT WITH FOURTH CORNER
17 ECONOMIC DEVELOPMENT GROUP FOR SERVICES FOR THE
18 1996 CALENDAR YEAR IN THE AMOUNT OF $12,000 (AB96 -053)

20 Council member Nelson spoke briefly to the Fourth Corner's history and
21 objectives. Bob Woods, Council Budget and Program Analyst, noted that one of the
22 Jobs Based Economy Committee's objectives was discussion of a "living wage" for the
23 people of this County. Bellingham is below the state -wide average "living wage" ($34,000
24 vs. $31,000).

26 Dawson moved to recommend approval.

30 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER
31 INTO A CONTRACT AGREEMENT WITH WHATCOM COUNTY
32 LAND TRUST TO IMPLEMENT WHATCOM COUNTY'S NATURAL
33 HERITAGE PLAN FOR THE PERIOD OF JANUARY 11 1996
34 THROUGH DECEMBER 31, 1996 IN THE AMOUNT OF $25,000

42 Imhof requested a report from the board of directors of Land Trust regarding
43 progress of projects (Scott gave to Sutter).

Sutter requested a plan from Land Trust on how all three of these groups work
together: the Property Management Committee; the citizens review committee reviewing
county -owned property; and Land Trust.
Imhof requested a copy of Land Trust's budget before tonight's meeting.
Imhof moved to recommend approval.
Bob Woods reminded committee members that the Conservation Futures Fund
levy, which is subject to the funding mechanism here, will be up for an advisory vote next
Fall.
Motion carried 2 -1 with Brown opposed.
3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO A CONTRACT AGREEMENT WITH W.D. PURNELL &
ASSOCIATES FOR GROUNDWATER AND LANDFILL GAS
MONITORING SERVICES AT THE CEDARVILLE LANDFILL (AB96-
057)
Those speaking included:

Jon Einarsen, Purnell & Associates
Imhof stated he would memo Jeff Monsen, Director, Public Works, regarding
further extensions to the contract.
Dawson moved to recommend approval.
Motion carried unanimously.
OTHER BUSINESS
1. RESOLUTION AUTHORIZING THE SALE OF COUNTY -OWNED
PROPERTY, REQUEST #95 -1 (AB95 -503A)
This was a discussion only item. Among the topics Barbara Cory, Treasurer,
introduced for discussion were: setting a sale price; administrative costs; watershed
policy; policy and procedure for turning over property to a realtor to negotiate a sale if
not sold at public auction; surplus status; mineral rights; and role of the committee.
Cory noted that the County get a percentage of the share of taxes.
This item was held in committee for a work session on February 13 at 9 a.m.
