REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AGREEMENT WITH WHATCOM COUNTY LAND TRUST TO IMPLEMENT WHATCOM COUNTY'S NATURAL HERITAGE PLAN FOR THE PERIOD OF JANUARY 1, 1996 THROUGH DECEMBER 31, 1996 IN THE AMOUNT OF $25,000 (AB96- 054) (FROM 2/6) Gordon Scott, Whatcom County Land Trust, spoke. Brown moved to recommend funding Land Trust through April 31, 1996 and requested the Executive call for bids for a professional services contract through 1997. Bob Andersen, citizen, spoke to a proposed mitigation banking ordinance he felt should be included in this program. Motion carried unanimously. COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT WITH ABBOTT LABORATORIES FOR DRUG TESTING AGENTS THROUGH THE STATE CONTRACT (AB96 -064) Dawson moved to recommend approval. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT WITH SEAMAR COUNSELING AND SOCIAL SERVICES FOR ADULT CASE MANAGEMENT SERVICES AND INTERVENTION, PREVENTION AND EARLY DETECTION FOR YOUTH FOR 1996 (AB96 -065) Marcia Gunning, Combined Treatment Services, spoke. Dawson moved to recommend approval. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT WITH THE CITY OF BELLINGHAM TO PROVIDE ALCOHOL PROTECTIVE CUSTODY AND CRISIS INTERVENTION SERVICES TO ANYONE INVOLVED IN A LIFE OR HEALTH THREATENING EMERGENCY INVOLVING ALCOHOL OR OTHER DRUG (AB96 -066) Marcia Gunning, Combined Treatment Services, spoke. Imhof moved to recommend approval. Motion carried unanimously. 4. REQUEST AUTHORIZATION FOR EXECUTIVE TO PURCHASE AN UPGRADE TO THE EXISTING AS /400 SYSTEMS OPERATING SYSTEM TO VERSION 3.1 (AB96 -067) George Reid, Information Services, spoke. Brown moved to recommend approval. Motion carried unanimously. 36 5. REQUEST AUTHORIZATION FOR EXECUTIVE TO APPLY FOR A 37 GRANT FOR THE GOVERNOR'S JUVENILE JUSTICE ADVISORY 38 COMMITTEE FOR YOUTH MEDIATION SERVICES (AB96 -068) 39 40 Steve Paus, Juvenile Probation, and Ward Nelson, Council member, spoke. 41 Finance Minutes, 2/21/96, Page 2 Imhof moved to recommend approval. Motion carried unanimously. 6. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT WITH LAKE WHATCOM RESIDENTIAL AND TREATMENT CENTER FOR RENT SUBSIDY, STAFF SUPPORT SERVICES AND TREATMENT FOR THE CHRONICALLY AND ACUTELY MENTALLY ILL CITIZENS OF WHATCOM COUNTY (AB96 -069) Marcia Gunning, Combined Treatment Services, spoke. Brown moved to recommend approval. Motion carried unanimously. 7. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT WITH WOMENCARE SHELTER (AB96 -070) Imhof moved to recommend approval. Motion carried unanimously. 8. REQUEST TO RENEW THE COUNTY'S PROPERTY INSURANCE (AB96 -073) Ken Culvert, Unity Group, stated there are two options: (1) keep the same coverage at a reduced premium or (2) add earthquake coverage at a slightly increased premium. Imhof moved to recommend option #2 (adding earthquake coverage at a slightly increased premium). Motion carried unanimously. OTHER BUSINESS 37 38 Bob Woods, Council Budget and Program Analyst, brought to committee's attention 39 the fact that he has been swamped and has not had sufficient time to deal with working on 40 the resolution authorizing the sale of County -owned property (AB95- 503A). He expects to 41 complete his work on the Interlocal Agreement within the next two weeks.
