HomeMy WebLinkAboutFinance December 10 1996WHATCOM COUNTY COUNCIL Finance and Administrative Services Committee December 10, 1996 The meeting was called to order at 9:30 a.m. by Committee Chair Robert Imhof in the Council Committee Room, 311 Grand Avenue. Also Present: Marlene Dawson Tom Brown Absent: None COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE BUDGET, REQUEST #11 (AB96 -404) Those commenting included: Brad Bennett, ADA Finance, commented. Ward Nelson, Council member Dawson moved to recommend approval. Nasser Mansour, Public Works, commented regarding the Ferndale Lagoon. Mansour stated the County owns this lagoon, which handles the leachate from the Cedarville Landfill. Further, the lagoon is used only by the County. Dawson requested a statement from Mansour in writing to give to the media regarding the ownership and purpose of the lagoon. Mother carried 2 -1 with Brown opposed. 2. ORDINANCE AMENDING THE BUDGET, REQUEST #12 (AB96 -413) Imhof noted a supplemental was given to committee this morning. This supplemental contains an additional non - departmental of $60,000, which is the grant funding for the trip reduction program previously approved. The total amount is $80,000. Brad Bennett, ADA Finance, commented. Imhof moved to recommend approval. Motion carried unanimously. Finance Minutes, 12/10/96, Page 1 3. ORDINANCE MODIFYING DEPARTMENT STRUCTURE BY RELOCATING DISTRICT ACCOUNTING FUNCTIONS FROM THE COUNTY AUDITOR'S OFFICE TO THE ADMINISTRATIVE SERVICES DEPARTMENT AND CONSOLIDATING COMBINED TREATMENT SERVICES AND DEVELOPMENTAL DISABILITIES INTO THE HEALTH DEPARTMENT (AB96 -411) Imhof noted an amendment on packet page 25, line 34: "...of the county council. The director shall be the county alcoholism coordinator and the county d, ag abuse coordinator in accordance with... ". Chuck Benjamin, Health Department, commented. Dawson moved to recommend approval. Motion carried unanimously. 4. ORDINANCE AMENDING THE DATE OF REPAYMENT FOR A COURTHOUSE EXPANSION LOAN THROUGH AN INTERFUND TRANSFER FROM THE WHATCOM COUNTY ROAD FUND (AB96 -412) Brad Bennett, ADA Finance, commented. Imhof moved to recommend approval. Motion carried 2 -1 with Brown opposed. COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A LOCAL LAW ENFORCEMENT BLOCK GRANT AGREEMENT FOR $25,797.00 (AB96 -4.18) Ray Gordon, Jail, commented. Chuck Benjamin, Health Department, conversed with Gordon on the Jail's billing system. Brown moved to recommend approval. Motion carried unanimously, Finance Minutes, 12/10/96, Page 2 2. REQUEST AUTHORIZATION FOR RATIFICATION OF TEAMSTER'S LOCAL #231, PROSECUTING ATTORNEY'S COLLECTIVE BARGAINING AGREEMENT FOR A THREE YEAR TERM (AB96 -419) Brown moved to recommend approval. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT FOR EXTENSION OF THE BELLINGHAM/WHATCOM COUNTY HUMANE SOCIETY AGREEMENT (AB96 -420) Imhof noted the Executive was to send out for a Request for Proposal (RFP) and has not yet done so. He moved to recommend extending the present agreement for two months at a "not to exceed" rate of $20,833.33 per month. Call outs by the Sheriffs Office is to be included in this amount. Ward Nelson, Council member, commented. Motion carried unanimously. 4. RESOLUTION AMENDING RESOLUTION 96 -061, ADOPTING A SALARY SCHEDULE FOR THE UNREPRESENTED WHATCOM COUNTY EMPLOYEES FOR THE YEAR 1997 (AB96 -341C) Brown moved to recommend approval. Motion carried unanimously. 5. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT WITH THE NORTH SOUND REGIONAL SUPPORT NETWORK (AB96 -428) Imhof stated this item has been withdrawn. Ward Nelson, Council member, explained that this organization is in the process of changing its format. They will present Council with an update some time in January 1997. OTHER BUSINESS Imhof noted two new items: 1. A Council policy is needed regard the Conservation Futures Fund. The issue of Tipping Fees for incineration needs to come before this committee, preferably after the present RECOMP matter has been settled. Nelson inquired if the border communities concerned about gambling had supplied the committee with further information so this issue could be brought forward to committee.
