April 2, 1996
The meeting was called to order at 9:30 a.m. by Committee Chair Robert Imhof in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION
1. STATUS REPORT ON LUMIVII SHORE ROAD FROM PUBLIC WORKS
STAFF REGARDING INTERLOCAL AGREEMENT, AMENDMENT #3
BETWEEN WHATCOM COUNTY AND THE LUMNII INDIAN BUSINESS
COUNCIL (AB96 -130)
Jeff Monsen, Public Works, gave a brief presentation (handout provided). Topics
discussed included: the deterioration of the road; the necessity of future action in order to repair
the road; unavailability of some funding; the expense involved; more time needed in order to
reevaluate the funding situation and construction alternatives; and the dollar estimate.
Dawson noted one of the property owners gave her a video of the road.

Construction alternatives of the project were discussed, which included location of the
road; beach erosion; and maintenance funding.
Imhof moved to recommend approval of the previously recommended amendments from
Public Works.

COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. ORDINANCE AMENDING THE BUDGET, REQUEST # 1 (AB96 -119)
Imhof noted there are three sections to this: $23,277, Superior Court (emergency
amendment previously passed); $61,470, Public Defender; and $55,000 (supplemental request),
Professional Services for a legal review of the Comprehensive Plan.
Dave Wareing, County Executive's Office, requested this item be held for two weeks for
administrative discussion regarding funding.
Dan Gibson, Council's counsel, commented regarding the legal review process.
Dawson moved to recommend holding in committee for two weeks.

Motion carried unanimously.
COUNCIL "CONSENT AGENDA" ITEMS
1. RESOLUTION IN THE MATTER OF THE SALE OF SURPLUS TELEPHONE
SYSTEM EQUIPMENT AND SETTING A DATE FOR PUBLIC HEARING
(AB96 -126)
Imhof moved to recommend approval.
Motion carried unanimously.
2. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO
ADDENDUM #3 OF THE AGREEMENT WITH WALKER AND
ASSOCIATES FOR MAPPING SERVICES IN CONJUNCTION WITH THE
COMPREHENSIVE FLOOD HAZARD MANAGEMENT PLAN FOR THE
LOWER NOOKSACK RIVER (AB96 -127)
Ed Henken, Engineering, commented.
Dawson moved to recommend approval.

3. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A
GRANT AGREEMENT BETWEEN THE SHERIFF DEPARTMENT
DIVISION OF EMERGENCY MANAGEMENT AND THE WASHINGTON
STATE MILITARY DEPARTMENT FOR STATE AND LOCAL
ASSISTANCE (AB96 -128)
Neil Clement, Emergency Management, commented, as did Bob Woods.
Dawson moved to recommend approval.
Motion carried unanimously.
4. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO
AMENDMENT #2 FOR PROFESSIONAL SERVICES BETWEEN WHATCOM
COUNTY AND LANE POWELL SPEARS LUBERSKY FOR LEGAL
COUNSEL ON SOLID WASTE MATTERS (AB96 -031A)
JefMonsen, Public Works, commented.
Imhof moved to recommend approval.
Motion carried unanimously.
5. REPORT TO COUNCIL REGARDING THE HEALTH ASSESSMENT PLAN
PER COUNCIL RESOLUTION # 95 -082 (AB96 -129)
Dawson moved to recommend holding the second half of this report (recommendations)
for two weeks.
Dr. Frank James, Health Department, gave a report, noting the additional duties of the
Health Department mandated by the state. Topics discussed included stats on causes of death;
smoking; infant death rate; unintended injury; suicide; sexually transmitted diseases (STD); and E
coli, etc.
Dave Wareing commented.
This item (recommendations) was held in committee for two weeks.

OTHER BUSINESS
Brad Bennett, Finance, called the committee's attention to the recently- approved 4x4 bid
award (AB96 -102 and AB96 -105). Wilson Ford of Seattle was the low bidder, as Diehl Ford
missed the fleet ordering deadline, which cost the County an additional $133.
