21 Brown proposed Cemetery Districts be exempt from this fee. Bob Woods, Council
22 Budget and Program Analyst, pointed out that no change can take place until 1997. Dan
23 Gibson, Prosecuting Attorney's Office, noted this is a fee and not a tax. State agencies
24 cannot be taxed, only assessed.
