Also Present: Marlene Dawson Tom Brown Absent: None COMWrTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. REPORT TO COUNCIL REGARDING THE HEALTH ASSESSMENT PLAN, PER COUNCIL RESOLUTION # 95 -082 (AB96 -129) (FROM 412) Those speaking included: Dave Wareing, County Executive's Office Ward Nelson, Council Member Bob Woods, Council Budget and Program Analyst Dawson moved to recommend tabling this item until further information can be obtained or until the hiring of the Health Director. Motion carried unanimously. 2. ORDINANCE AMENDING THE BUDGET, REQUEST # 1 (AB96 -119) (FROM 4/2) Those speaking included: Dave Wareing, County Executive's Office Dan Gibson, Prosecuting Attorney's Office Bob Woods, Council Budget and Program Analyst Dawson moved to recommend approval. Motion carried unanimously. 3. DISCUSSION REGARDING THE WHATCOM COUNTY FLOOD CONTROL 18 ZONE DISTRICT FUNDING MECHANISM AND COLLECTION OF 19 CHARGES (AB96 -159) 20 21 Brown proposed Cemetery Districts be exempt from this fee. Bob Woods, Council 22 Budget and Program Analyst, pointed out that no change can take place until 1997. Dan 23 Gibson, Prosecuting Attorney's Office, noted this is a fee and not a tax. State agencies 24 cannot be taxed, only assessed. 25 26 ADDENDUM: COMMITTEE DISCUSSION ONLY (10 MINUTES) 27 28 2. Kim Herrenkohl, Internal Auditor, highlighted issues and recommendations of the 34 Independent Contractors' Audit Report. 35 36 Also commenting were Bob Woods, Council Budget and Program Analyst, and Dave 37 Wareing, Executive's Office. 38 39 COUNCIL "CONSENT AGENDA" ITEMS 40 41 1. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO 42 AMENDMENT # 1 TO THE CONTRACT WITH RESOURCES FOR WASTE 43 REDUCTION AND RECYCLING EDUCATION (AB96 -143) Finance Minutes, 4/16/96, Page 2 Those commenting included: Ward Nelson, Council Member Jeff Miller, Public Works Carl Weimer, REsources Alvin Starkenburg, Council Member Dawson moved to recommend approval. Motion failed 1 -2 with Dawson in favor. 2. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO AN AGREEMENT WITH RESOURCES FOR COMMERCIAL WASTE EVALUATION AND TECHNICAL ASSISTANCE (AB96 -144) Those speaking included: Jeff Miller, Public Works Carl Weimer, REsources Alvin Starkenburg, Council Member Ward Nelson, Council Member Dawson moved to recommend approval. Brown moved to amend by removing the language on page 65, item 5, regarding extension. After discussion, he withdrew his motion. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT WITH THE VISITING NURSE PERSONAL SERVICES AND THE WHATCOM COUNTY JAIL (AB96 -145) . Those speaking included: Deane Sandell, SherifTs Office Dale Brandland, SherifTs Office Alvin Starkenburg, Council Member Ray Gordon, Jail Bob Woods, Council Budget and Program Analyst Dave Wareing, Executive's Office Dawson moved to recommend approval. REQUEST AUTHORIZATION FOR EXECUTIVE TO APPLY FOR A GRANT WITH THE WASHINGTON TRAFFIC SAFETY COMMISSION FOR TRAINING AND FOCUS ON DRINKING AND DRIVING REDUCTION (AB96 -146) John Hooper, Combined Treatment Services Dale Brandland, Sheriffs Office Dawson moved to recommend approval. Motion carried unanimously. 5. BID AWARD TO CHEVRON USA FOR ASPHALTIC EMULSIONS FOR THE PURPOSE OF CHIP SEALING COUNTY ROADS (AB96 -147) Dick Prieve, Public Works, commented. Brown moved to recommend approval. Motion carried unanimously. 6. BID AWARD TO SAIL ELECTRIC FOR TRAFFIC SIGNALIZATION OF AIRPORT DRIVE, BENNETT DRIVE AND W. BAKERVIEW ROAD (AB96- 148) Nasser Mansour, Public Works, commented. Dawson moved to recommend approval of the contract with the attached resolution (packet page 95). Motion carried unanimously. 7. REQUEST APPROVAL OF THE AMENDED INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE LUMMI INDIAN BUSINESS COUNCIL FOR THE LUM II SHORE ROAD RECONSTRUCTION PROJECT (AB96 -130B) Nasser Mansour, Public Works, commented Dawson moved to recommend approval. REQUEST APPROVAL OF THE HEALTH DEPARTMENT INITIATIVE FOR HEALTH ASSESSMENT AND SPENDING PROGRAM (AB96 -150) Chair noted this is a duplication of #1, Committee Discussion and Recommendations to Council. 9. REQUEST APPROVAL FOR EXECUTIVE TO APPLY FOR A GRANT TO THE DIVISION OF ALCOHOL AND SUBSTANCE ABUSE FOR ADOLESCENT CASE MANAGEMENT (AB96 -151) John Hooper, Combined Treatment Services, commented. Dawson moved to recommend approval. Motion carried unanimously.
