HomeMy WebLinkAboutCouncil January 9 1996WHATCOM COUNTY COUNCIL Regular Council Meeting January 9, 1996 The meeting was called to order at 7 p.m. by Council Chair Robert Imhof in the Council Chambers, 311 Grand Avenue. Also Present: Absent: Barbara Brenner None Marlene Dawson Tom Brown Alvin Starkenburg Kathy Sutter Ward Nelson ANNOUNCEMENTS Imhof announced he would like to thank present and past Council members for allowing him to be the chair for the last two years. Bob Woods, Council Budget and Program Analyst, explained that the Shellfish District Advisory Committee regarding Drayton Harbor issues will not be dealt with on the agenda (AB95 -491). This will be on the January 23 agenda. Imhof explained that the Council has requested the resignation of the County Hearing Examiner (AB95 -510). Imhof moved to terminate the employment of the Hearing Examiner as of Friday, January 12, 1996. Motion carried unanimously. Starkenburg moved approval. Motion to approve carried unanimously. ANNUAL NOMINATIONS AND APPOINTMENTS TO FILL VACANCIES ON VARIOUS BOARDS AND COMMISSIONS (AB95- 456) (FROM 112196) Flood Control Zone District Advisory Board: Imhof moved approval of the reappointment of Harriman and Mitchell to represent small cities. Motion carried unanimously. Special Districts: Bronsema, Nowicke Imhof moved approval. Motion carried unanimously. Geographical Areas: Williams, Shumway and O'Leary Imhof moved approval of the three incumbents. Brown nominated Bob Anderson. Sutter nominated Matthew Britt. Nelson closed the nominations. Starkenburg moved to accept all who have applied on the committee as alternates. Motion carried unanimously. ADDENDUM ITEM 3. RESOLUTION REGARDING THE APPOINTMENT OF AN INTERIM DIRECTOR TO THE WHATCOM COUNTY HEALTH DEPARTMENT WHILE THE PROCESS FOR A PERMANENT DIRECTOR IS COMPLETED (AB96 -017) Imhof moved approval of the resolution. Imhof moved to amend page 1, line 25 by adding after "new director confirmed by the Council`' ::tip a€ #s. Executive Kremen explained that he feels Dr. James should serve as the interim director until we are sure where we are going regarding the Health Department. Motion to amend carried unanimously. Main motion carried unanimously. INTRODUCTION ITEMS 1. RECEIPT OF APPEAL OF THE HEARING EXAMINER'S DECISION ON VAR95 -0012, FILED BY KATHLEEN MILLIKEN (AB95 -451) 2. RECEIPT OF APPEAL OF THE HEARING EXAMINER'S DECISION ON APL95 -0016, FILED BY MARK DOUGLAS (AB95 -492) ADDENDUM ITEM 3. ORDINANCE ADOPTING INTERIM URBAN GROWTH AREAS IN ACCORDANCE WITH THE GROWTH MANAGEMENT ACT, AS AMENDED, AND IN RESPONSE TO THE GROWTH MANAGEMENT HEARINGS BOARD (AB96- 019)(HEARING TO BE SCHEDULED) Brenner moved acceptance of the introduction items.
