The meeting was called to order at 11 a.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

1. DISCUSSION AND REVIEW OF ADOPTION SCHEDULE FOR THE
COMPREHENSIVE FLOOD HAZARD MANAGEMENT PLAN (AB97 -308)
Whatcom County Public Works Director Jeff Monsen reported on the flood plan.
The first step that is to be accomplished by October 1 relates to confirming that there is
agreement on some of the policy issues that relate to management of the flood plain.
These will be of benefit to the flood insurance program if adopted. More specifically this
relates to the CRS program (Community Rating System).
A revised version of Chapters 1, 2 and 8 was presented and a draft document was
distributed. It was noted that Chapter 8 addresses programs for the entire river. There
will be a revised version of Chapters 1, 2 and 8 ready for the next County Council
agenda, but the focus will only be on portions of Chapter 8 dealing specifically with the
Community Rating System.
A copy from the Federal guidelines for items to be included in the CRS was
distributed. The issues listed are, by in large, included in the draft document.
There was discussion of the relocation and acquisition issue.
Monsen stated that his main purpose was to alert the Council that prior to the next
Council meeting, the Council will receive a narrative and short document with the
request to adopt.

Brenner stated that she had a problem with the statement that the acquisition had
not been pursued before. She felt this directive had been pursued.
Monsen replied that there have been efforts made in dealing with the topic, case
by case, because of previous Council action. There is no adopted or funded program in
place.
OTHER BUSINESS
1. PROPOSED REGULATION OF JET SKI WATERCRAFT ON LAKE
WHATCOM (AB97 -317)
Brenner reported on her meeting with Board members of the Lake Whatcom
Preservation Committee. The meeting focused on the possibility of having a more public
meeting or hearing on overall issues of safety, noise and pollution in the lake.
Dawson asked if the discussion should also involve the Lake Samish group.
Brenner replied that the discussion should involve any lake within a square mile
area.
Brenner stated that the intention of the meeting was to create safety on the lake
and to create a more neighborly environment between boaters and people who live within
the watershed. She is not here to impose a ban on jet skis. She brought up an option
proposed by Council member Nelson that jet ski operators or boaters take a safety course
and be certified in order to operate their watercraft.
A discussion among the members, on the laws regarding jet skis and boats,
followed.
An open discussion with the public followed concerning noise, safety,
certification, pollution and regulations.

Brenner requested a breakdown of the amount of citations, warnings and
complaints for the past two summers.
There was further open discussion on the previous subjects.
Brenner thanked the public for coming and for all the ideas that were presented.
She stated that when answers come in over the next several weeks, this item will be put
back on the agenda for further discussion. She felt that there should also be a public

hearing at some point.
