October 21, 1997
The meeting was called to order at 1:35 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION
DISCUSSION WITH WHATCOM COUNTY PARKS AND RECREATION
DIRECTOR ROGER DESPAIN REGARDING WHATCOM COUNTY
BICYCLE PATH PROPOSALS (AB97 -358)
Roger DeSpain, Parks & Recreation Director, gave a presentation on the current status of
the three bicycle path proposals.
Bay to Baker will be completed in a number of years. Glacier will be completed within
three years. Point Roberts (handout on file) was also discussed (map distributed). DeSpain
stated there are no specific bike paths; bicycles share the roads.
DeSpain handed out another map (on file) regarding the County Bicycle Plan, along with
another handout regarding the bicycle plan for the County (on file).
Brenner moved to recommend to the Transportation Commission for future discussion of,
at least in the urban growth areas, to develop adequate bicycle plans.
Brown moved to amend by adding paved shoulders for bicycle lanes.
Brenner amended her motion to include paved shoulders for bicycles and pedestrians.
Motion carried unanimously.
DeSpain spoke briefly to funding mechanisms and the chapters on transportatation and
parks in the Comprehensive Plan.
2. DISCUSSION REGARDING SAFETY ISSUES ON LAKE WHATCOM BLVD.
AND ROADS IN THE SURROUNDING AREA (AB97 -328)

Nasser Mansour, Public Works, Engineering, addressed this issue. Staff attempted to
maintain what is already there and work on improvements in these areas. Mansour noted
unding sources are being investigated, especially for Cable and Austin.

Topics discussed included stop light; property considerations; crosswalks; road painting;
lower speed limits.
Brenner noted this issue will be back.
3. DISCUSSION REGARDING THE DRAFTING OF A STATEMENT TO BE
INCLUDED WITH ALL MARRIAGE LICENSES NOTIFYING APPLICANTS
OF THE STRICT ENFORCEMENT OF DOMESTIC VIOLENCE LAWS IN
WHATCOM COUNTY (AB97 -359)
Blaine Nelson, 5766 Vista Drive, Ferndale, involved in this topic, explained this item.
There was a discussion.
4. DISCUSSION REGARDING RECYCLING COMPLIANCE COMPLAINT
CONCERNING RECOMP (AB97 -360)
Regina Delahunt, Health Department, Environmental Health, commented. Frank
Mosconi, RECOMP, also commented. He stated RECOMP was out of compliance for glass for
approximately three months.
Dawson commented about handling items of this nature in committee.
5. DISCUSSION REGARDING TCI'S POLICY OF CHARGING A $5 LATE FEE
FOR SERVICES NOT YET RECEIVED ON A BILL OF APPROXIMATELY
$25 (AB97 -37A)
Brenner read from a newspaper article (on file) regarding this issue. Committee
commented, as did Sutter. Brenner proposed a legal opinion be obtained and then possible
negotiations. Brenner pointed out that the County has a franchise with TCI.
Brenner moved to recommend the article and a letter be sent to the Prosecuting Attorney
for a legal opinion if this a violation of contract law and.

Motion carried unanimously.
