December 9, 1997
The meeting was called to order at 1:30 p.m. by Committee Chair Barbara Brenner in the
Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION
1. DISCUSSION REGARDING CONCERNS FILED BY BETTY LOU CLOSE
(AB97 -411)
Ed Henken, Public Works Engineering, gave background information (handouts on file).
Henken spoke to various timelines. Jeff Monsen, Public Works Director, commented to what
constitutes an emergency.
Betty Lou Close, Acme, commented regarding her FEMA claims against her home (not
her property) and buyout. Monsen commented about buyouts. Henken stated the project his
department is willing to do will not completely solve the problem, but it would solve it up to a
major flood.
Close stated she did want to be bought out. Brenner inquired about the process for a
buyout. Brenner requested beginning the paperwork. Henken was concerned with the absentee
owners; Brenner asked about notification of these owners.
Discussion followed on using park land to help as a breakwater; working on the project
during dry weather after February 13, 1998; length of project (three days); and buyout timeline.
Monsen pointed out the FEMA monies are available after a presidential declaration of
disaster has been issued.
Brown moved to recommend.
Motion carried unanimously.
Brenner moved that the committee recommend to the full Council that a letter be sent to
all our State Representatives asking for their assistance in expediting the permit process on this
project, i.e. the Acme Project, and the future projects that will come.

Brenner moved that Tom Brown draft a letter for a committee to do a site inspection of
two sites he mentioned and requests the presence of the Commission member Will Roehl and a
representative from the Department of Fish and Wildlife.
The motion carried unanimously.
2. DISCUSSION REGARDING VAN WYCK ROAD COMPLAINT FILED BY GREG
AND CINDY ANDERSON AND GEORGE LEONARD (AB97 -413)
This item has been withdrawn.
