November 18, 1997
The meeting was called to order at 3:05 p.m. by Committee Chair Alvin Starkenburg in
the Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
RESOLUTION ADOPTING RECOMMENDATIONS FOR 1997 OPEN PACE /TIMBER
APPLICATIONS (AB97 -353)
Starkenburg noted there were six applications; five for open space /timber and one a
transfer from designated forest to open space /timber. The Planning Commission took action on
these in September and recommended approval.
There was no staff report. Sutter questioned the Unger application regarding the zoning.
Elizabeth Olsen, Planning and Development Services, responded.
Dawson moved to recommend approval.
Motion carried unanimously.
2. ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY ZONING
ORDINANCE, TITLE 20, CHAPTER 20.85, PLANNED UNIT DEVELOPMENTS,
ALLOWING AN INCREASE IN THE TOTAL NUMBER OF SLEEPING UNITS FROM
20% TO A MAXIMUM OF 50% OF THE TOTAL NUMBER OF DWELLING UNITS
THAT WOULD BE ALLOWED ON THE PROPERTY BY THE UNDERLYING ZONE
REGULATIONS WITHIN URBAN ZONES (AB97 -354)
Starkenburg gave a brief background on the ordinance.
Sylvia Goodwin, Planning and Development Services Manager, commented.
There was discussion regarding the percentage and planned unit developments (PUD).

Topics discussed included the PUD process; current Growth Management Act (GMA) status; the
Lily Point PUD; and whether the County benefits from this change.
Starkenburg moved to recommend approval.
Motion carried unanimously.
3. ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY ZONING
ORDINANCE, TITLE 20, CONCERNING SCREENING AND ACCESSORY
STRUCTURE REQUIREMENTS FOR LOTS WITHIN RECREATIONAL
SUBDIVISIONS (AB97 -355)
Sylvia Goodwin, Planning and Development Services Manager, spoke to recommended
wording (packet page 178) and the Planning Commission =s recommendation, especially
regarding "screening ". Discussion followed, in particular to "floor area" and Ascreening= on the
topic of carports. Square footage was also discussed, as was the outer perimeter. Sutter inquired
if there were any other recreational subdivisions that this would affect; Goodwin replied in the
negative.
Starkenburg moved to recommend approval.
Motion carried unanimously.
4. ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY ZONING MAP
FROM COMMERCIAL FORESTRY (CF) TO RURAL FORESTRY (RF) FOR
APPROXIMATELY 42.78 ACRES IN THE FOOTHILLS SUBAREA (AB97 -356)
Starkenburg noted the background on this item.
Sutter inquired of Elizabeth Olsen, Planning and Development Services, if Richard
Ballinger's application included Mark Santosuosso's property. Olsen noted Mr. Santosuosso
was not opposed. She explained the need for the easement.
Dawson moved to recommend approval.
Motion carried unanimously.
OTHER BUSINESS
Sylvia Goodwin, Planning and Development Services Manager, called attention to the
Interlocal Agreement with the city of Bellingham, which information was received by her
department today. She noted there will be a Boundary Review Board (BRB) hearing on
December 4 regarding the Bakerview annexation. Goodwin suggested the County recommend
the BRB continue the hearing on the Bakerview annexation until December 16 when the

Hannegan annexation will be discussed. Starkenburg suggested Goodwin follow up to discover
the procedure to get this issue on the County Council agenda.
