September 9, 1997
The meeting was called to order at 9:45 a.m. by Acting Committee Chair Tom Brown in
the Council Committee Room, 311 Grand Avenue.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
REQUEST DISCUSSION AND COUNCIL DIRECTION REGARDING TWO
VACANT POSITIONS IN THE SHERIFF =S OFFICE FUNDED WITH
SPECIAL REVENUES (AB97 -302)
Those speaking included:
Dale Brandland, Sheriff =s Office
Dave Wareing, Executive =s Office
There was discussion regarding the present lack of funding to fund long term. It was
pointed out there was no problem funding on an interim basis.
Brown moved to recommend approval.
Motion carried unanimously.
2. APPROVAL OF CONTRACT WITH MICHAEL BOBBINK FOR HEARING
EXAMINER SERVICES (AB97 -298)
Those speaking included:
Dave Wareing, Executive =s Office
Dan Gibson, Prosecuting Attorney =s Office
There was discussion regarding the Hearing Examiner =s hours and the number of appeals
within the last year and one -half.
Brenner moved to recommend approval.
Motion carried unanimously.

REQUEST AUTHORIZATION FOR THE EXECUTIVE TO RENEW THE
INSURANCE POLICY ON THE WHATCOM CHIEF FERRY (AB97 -303)
Dave Wareing, Executive =s Office, commented briefly.
Brown moved to recommend approval.
Motion carried unanimously.
2. REQUEST APPROVAL FOR THE EXECUTIVE TO ENTER INTO A
CONTRACT AMENDMENT WITH THE NORTH SOUND REGIONAL
SUPPORT NETWORK EXTENDING CURRENT CONTRACT TO
SEPTEMBER 30, 1997, IN THE AMOUNT OF $38,747 (AB97 -304)

Chuck Benjamin, Health Department Director
Marcia Gunning, Mental Health Coordinator
Brown moved to recommend approval.
Motion carried unanimously.
3. REQUEST APPROVAL FOR THE EXECUTIVE TO ENTER INTO A
PARTNERSHIP AGREEMENT WITH NORTHWEST REGIONAL COUNCIL
TO PROVIDE EPIDEMIOLOGY SERVICES TO A FOUR COUNTY REGION
IN THE AMOUNT OF $28,900 (AB97 -305)
Chuck Benjamin, Health Department Director, commented briefly.
Brenner moved to recommend approval.
Motion carried unanimously.
4. REQUEST APPROVAL FOR THE EXECUTIVE TO ENTER INTO AN
AGREEMENT WITH DAVID EVANS & ASSOCIATES FOR ENGINEERING
SERVICES FOR ROAD REPAIRS OF RUTSATZ ROAD, WEST SHORE
ROAD AND NOON ROAD, DAMAGED DUE TO SLIDES, IN THE AMOUNT
OF $54,000 (AB97 -306)
Dick Prieve, Public Works, commented about funding.
Brown moved to recommend approval.

5. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A
CONTRACT AMENDMENT WITH EPICENTER ASSOCIATIONS FOR
COMPLETION OF THE 1996 WHATCOM COUNTY DRAFT SOLID WASTE
MANAGEMENT PLAN IN THE AMOUNT OF $19,940 (AB97 -307)
Nasser Mansour, Public Works, commented to correct the amount requested. Dave
Wareing, Executive =s Office, pointed out the document in the Council packet was correct but
confusing. The request was for an additional $6,500.
Brown moved to amend the language to state the above.
Motion carried unanimously.
Brenner moved to recommend approval.
Motion carried unanimously.
OTHER BUSINESS
Brenner brought up her concern about the recent Bellingham Herald article regarding the
expenses for the engineers, etc. who visited for discussion of the Nooksack River project (AB97-
196A). Dave Wareing, Executive =s Office, stated his office has received a written request to
breakdown these expenses and will do so.
