HomeMy WebLinkAboutFinance July 1 1997WHATCOM COUNTY COUNCIL Finance and Administrative Services Committee July 1, 1997 The meeting was called to order at 9:50 a.m. by Committee Chair Robert Imhof in the Council Committee Room, 311 Grand Avenue. Present: Absent: Barbara Brenner None Tom Brown COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST APPROVAL FOR THE EXECUTIVE TO ENTER INTO AN AMENDMENT TO THE SOCCER COMMISSION AND BOYS AND GIRLS CLUB LEASE AGREEMENTS (AB97 -237) Nasser Mansour, Public Works, noted two minor changes were made on the legal description. Also discussed briefly was the $50,000 traffic mitigation (packet page 9) and the increased property worth. Brown moved to recommend approval. Motion carried unanimously. 2 REQUEST APPROVAL FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH ST. JOSEPH HOSPITAL RECOVERY CENTER FOR SUBSTANCE ABUSE SERVICES (AB97 -238) Chuck Benjamin, Health Department Director, commented. Brown moved to recommend approval. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH NORTHWEST YOUTH SERVICES FOR YOUTH DIVERSION SERVICES (AB97 -239) Imhof moved to recommend approval. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH SEAMAR COUNSELING FOR SUBSTANCE ABUSE TREATMENT FOR LOW INCOME AND INDIGENT CITIZENS OF W14ATCOM COUNTY (AB97 -240) Chuck Benjamin, Health Department Director, commented, as did John Hooper, Health Department, Substance Abuse. Brown moved to recommend approval. Motion carried unanimously. 5. REQUEST COUNCIL RATIFICATION OF THE WASHINGTON STATE NURSE =S ASSOCIATION BARGAINING AGREEMENT FOR A THREE YEAR PERIOD BEGINNING JANUARY 1, 1997 (AB97 -241) Karen Goens, Human Resources Manager, commented. Imhof moved to recommend approval. Motion carried unanimously. 6. REQUEST COUNCIL RATIFICATION OF THE TEAMSTER CORRECTIONS OFFICERS & COOKS COLLECTIVE BARGAINING AGREEMENT FOR A THREE YEAR PERIOD BEGINNING JANUARY 1, 1997 (AB97 -242) Wendy Wefer - Clinton, Human Resources, commented. Brown moved to recommend approval. Motion carried unanimously. OTHER BUSINESS Brown inquired if the Flood Control funding is to be discussed at the July 8 work session regarding the draft Comprehensive Flood Hazard Management Plan. Imhof stated this item has been scheduled for discussion in two weeks. He noted it has been policy to put the interest earned on different funds into the General Fund in lieu of interfund transfers. Brown wanted to know the interest amounts. A brief discussion followed. Brown will follow up regarding Finance Minutes, 7/1/97, Page 2 offsets.
