HomeMy WebLinkAboutFinance January 28 1997WHATCOM COUNTY COUNCIL Finance and Administrative Services Committee January 28, 1997 The meeting was called to order at 9:30 a.m. by Committee Chair Robert Imhof in the Council Committee Room, 311 Grand Avenue. Also Present: Absent: Barbara Brenner None Tom Brown SPECIAL ORDER OF BUSINESS 1. ELECTION OF COMMITTEE CHAIR (AB97 -021) Brown nominated and moved Imhof. Motion carried 2 -0 with Brenner absent. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL ORDINANCE AMENDING THE 1996 BUDGET, REQUEST #13 (AB96 -036) Those speaking included: N.F. Jackson, Superior Court Administrator /Clerk Dave Wareing, Executive =s Office Ward Nelson, Council member There was discussion. Topics included: next year =s projected cases regarding the budget; years end chronology (1996); conflict indigent defense costs; cut back budget operation; and criminal justice budget maintained. Brenner moved to recommend approval. Motion carried unanimously. 2. RESOLUTION APPROVING A SALARY SCHEDULE FOR THE COUNTY COUNCIL FOR 2000 AND 2001 (AB97 -040) Imhof moved to amend by adding language on packet page 16, lines 15 and 16: AFor the year 2000, the salary may not exceed shall be $14,500 per Council Finance Minutes, 1/28/97, Page 1 Member; For the year 2001, the salary may not exceed shall be $14,500 per Council Member.-- Motion carried unanimously. Imhof moved to recommend approval as amended. Motion carried unanimously. COUNCIL "CONSENT AGENDA" ITEMS REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AMEND THE CONTRACT WITH WASHINGTON STATE DEPARTMENT OF ALCOHOL AND SUBSTANCE ABUSE FOR THE ESTABLISHMENT OF OXFORD HOUSES (AB97 -045) Brenner moved to recommend approval. John Hooper, Health Department, explained the contract briefly. Motion carried unanimously. 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH THE WHATCOM VOLUNTEER CENTER (AB97 -046) Dave Wareing, Executive =s Office, commented briefly. Brenner moved to recommend approval. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH CATHOLIC COMMUNITY SERVICES NORTHWEST FOR MENTAL HEALTH SERVICES FOR WHATCOM COUNTY FAMILIES (AB97 -047) Brenner moved to recommend approval. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT WITH THE CHAMBER OF COMMERCE AND INDUSTRY FOR SPECIAL EVENT FUNDING (AB97 -048) Dave Wareing, Executive =s Office, commented briefly. Brown moved to recommend approval. Motion carried unanimously. 5. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH WHATCOM DISPUTE RESOLUTION CENTER FOR SERVICES TO THE SUPERIOR AND DISTRICT COURTS (AB97 -049) Brenner moved to recommend approval. Motion carried unanimously. 6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH WHATCOM GUARDIAN AD LITEM SERVICES FOR STATUTORILY MANDATED GUARDIAN AD LITEM SERVICES FOR MINORS (AB97 -050) N.F. Jackson, Superior Court Administrator /Clerk, commented. Brown moved to recommend approval. Motion carried unanimously. 7. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH KAMRAR, ELICH, PAGE, HEYDRICH, FOLLIS, NELSON, BERNSTEIN & MCLEAN FOR INDIGENT DEFENSE SERVICES (AB97 -051) Item Nos. 7 through 11 were discussed as one, as they all pertained to the same subject. Brenner moved to recommend approval. Motion carried unanimously. 8. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH MCGREEVY & FRECH FOR INDIGENT DEFENSE SERVICES (AB97 -052) Finance Minutes, 1/28/97, Page 3 9. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH RODNEY R. MOODY FOR INDIGENT DEFENSE SERVICES (AB97 -053) 10. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH JENIFER J. GREFF FOR INDIGENT DEFENSE SERVICES (AB97 -054) 11. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH DESMOND D. KOLKE FOR INDIGENT DEFENSE SERVICES (AB97 -055) 12. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH RUSTAND INC. FOR OFF -SITE WORK RELEASE BEDS (AB97 -056) Dave Wareing, Executive =s Office, spoke to Administration =s viewpoint regarding the Sheriff =s Office position provided in this contract. Imhof stated he will request a quarterly update from the Sheriff =s Office and Greg Rustand regarding the status of beds. If the number of beds have not reached 30 by June, he will bring this item back mid -year for further discussion. Also discussed was the prisoner profile for those beds and the need for a new Request for Position (RFP). Imhof moved to recommend approval. Motion carried unanimously. 13. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT WITH VISITING NURSE PERSONAL SERVICES FOR INMATE HEALTH SERVICES FOR WHATCOM COUNTY JAIL INMATES (AB97 -057) Those speaking included: Dave Wareing, Executive =s Office Ward Nelson, Council member Discussion topics included the use of 24 hour clinics vs the emergency room as a possible cost - effective solution. Brown moved to recommend approval. Finance Minutes, 1/28/97, Page 4 Motion carried unanimously. Brown inquired of Wareing the status of a contract for prescription medications for the prisoners. Brenner requested a progress report on prisoners paying $5 to see the physician. Wareing responded they saw almost an immediate 50% decline in the requests from the prisoners to see the physician. OTHER BUSINESS Discussion of a time change for the meeting took place. It was agreed by committee to meet at 9:45 a.m. Dave Wareing, Executive =s Office, requested an opportunity to clarify a statement he made earlier regarding the cut back budget. He stated the budget for 1996 was a cut back budget; the present budget is a status quo maintaining one.
