The meeting was called to order at 9:45 a.m. by Committee Chair Robert Imhof in the
Council Committee Room, 311 Grand Avenue.

1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO REVIEW WITH
THE COUNCIL THE PRELIMINARY FINANCING PACKAGE FOR THE
REFUND OF THE 1991 COURTHOUSE CONSTRUCTION BONDS (AB97-
073)
Those speaking included:

Elizabeth Kolleck, Seattle - Northwest Securities Corp.
Barbara Cory, Treasurer, gave background information on this item and then turned the
meeting over to Rob Shelley and Elizabeth Kolleck, both from Seattle - Northwest Securities
Corp., who spoke to financing goals and briefly reviewed their handout (on file). Topics
discussed included: interest rates; market trends; timeline of bond selling; and the projected
amount of annual savings.
In closing, Cory encouraged committee and Council go forward with this item.

Imhof moved to recommend approval.

Motion to amend carried 2 -1 with Imhof opposed.

2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO APPROVE TASK
ORDER 13A OF THE NOOKSACK WATER USERS STEERING
COMMITTEE (AB97 -068)
Imhof moved to recommend approval.
Brown moved to amend as follows:
Under Apurpose =, add at the end of the sentence: Aby local elected Council members =;
Under Aapproach -, delete at the end of the paragraph: Aen the Steering Committ and
add Awithin Whatcom County= at the same place;
Under Ascope of work -, add to the end of item 3: Aand the other jurisdictions within
Whatcom County =; and
Under Atime frame -, change Jai+uafy 28 to February 15 and " to May

PURCHASE OF DRUG TESTING AGENTS THROUGH THE WASHINGTON
STATE CONTRACT (AB97 -069)
Brenner moved to recommend approval.
Brad Bennett, Administrative Services, commented briefly.
Motion carried unanimously.
4. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN THE WHATCOM COUNTY HEALTH
DEPARTMENT AND EVERGREEN AIDS FOUNDATION FOR
VOLUNTEER AND CASE MANAGEMENT SERVICES (AB97 -070)
Brenner moved to recommend approval.
Chuck Benjamin, Health Department Director, commented briefly.
Motion carried unanimously.
5. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A
CONTRACT AMENDMENT WITH NORTH SOUND REGIONAL SUPPORT
NETWORK FOR A SIX MONTH EXTENSION OF THE ORIGINAL
CONTRACT (AB97 -071)
Imhof moved to recommend approval.

Motion carried unanimously.
6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO RENEW
WHATCOM COUNTY =S PROPERTY INSURANCE POLICY (AB97 -072)
Ken Culver, Unity Group, gave a brief overview of this topic.
Brown moved to recommend approval.
Motion carried unanimously.
