DISCUSSION REGARDING CLERICAL SUPPORT FOR VARIOUS BOARDS AND COMMISSIONS (AB97 -018) Imhof moved to go into executive session. Motion carried unanimously. 2. DISCUSSION WITH SENIOR DEPUTY PROSECUTOR KAREN FRAKES REGARDING PENDING LITIGATION (AB97 -018) 3. CONSIDERATION OF APPEAL OF THE HEARING EXAMINER =S DECISION ON PLS92 -0009 FILED BY J. MICHAEL AND CANDACE MCCORMICK (AB97 -182) 4. UPDATE TO COUNCIL ON DEPUTY SHERIFF =S GUILD AND LOCAL 17 COLLECTIVE BARGAINING AGREEMENT NEGOTIATIONS (AB97 -310) ADDENDUM 5. DISCUSSION WITH DEPUTY ADMINISTRATOR DAVE WAREING REGARDING REAL ESTATE NEGOTIATIONS (AB97 -018) OTHER BUSINESS Dave Wareing, Executive =s Office, reviewed his memo to Council regarding the criminal justice settlement terms with the city of Bellingham (AB97 -197). In 1996, a total of $1.9 million was received from the city of Bellingham; in 1997, a $0.5 million principal payment was COTW Minutes, 9/9/97, Page 1 received, along with a $900,000 reimbursement for services rendered, and approximately $173,000, which brought a total of $1.573 million. A total of $1.26974 is available for the budget. During the first two years, $3.4 million was received. Discussion followed. Wareing then explained how the funds were allocated: computers; ongoing expenses; criminal justice; restoration of the cash flow reserve; budget supplemental reserves; insurance liability/workmen--s comp reserves restored; etc. Wareing further stated that in 1998, the city of Bellingham will take care of its own prosecution and defense, which will help the County but will also reduce the cash flow. The County will continue to provide the city some services, which will be primarily jail and probation. He noted the total monies to be received during the next eight years from Bellingham will be a total of $11,050,000. Out of this total, the County would put $1.9 million into reserves. The remainder -- $9,050,000- -will be for criminal justice.
