October 21, 1997
The meeting was called to order at 5:30 p.m. by Council Chair Ward Nelson in the
Council Committee Room, 311 Grand Avenue.

1. UPDATE TO COUNCIL ON LOCAL 17 AND DEPUTY SHERIFF
COLLECTIVE BARGAINING AGREEMENT (AB97 -310A) (5:30 P.M. - 6:00
P.M.)
Nelson moved to go into executive session.
Motion carried unanimously.
2. SPECIAL PRESENTATION BY WATERSHED STUDIES DIRECTOR DR.
ROBIN MATTHEWS REGARDING THE LAKE WHATCOM WATERSHED
(AB97 -357) (6:00 P.M. - 6:45 P.M.)
Dr. Robin Matthews, Professor of Environmental Studies, Huxley College, and Director
of the Institute for Watershed Studies, gave a presentation on the Lake Whatcom Watershed.
She has been monitoring the lake water for the past ten years for the City of Bellingham as a
community service and not a research project.
Topics covered included: bacteria; nutrients; turn over of the lake; and the effects of
residential development in the Watershed. A question and answer period followed.
Also present was Deborah Kingsley, Water District #10 Commissioner, who pointed out
some things that can be done to limit the effects of urbanization on the Watershed. These
included: development standards for single family residences; stormwater management plans;
planned unit developments; land buy -back programs; Lake Whatcom Management Plan and the
Subarea Plan; and testing procedures.
