The meeting was called to order at 8 a.m. by Council Chair Ward Nelson in the Council
Chambers, 311 Grand Avenue.

COMMITTEE DISCUSSION
1. WORK SESSION ON THE DRAFT WHATCOM COUNTY
COMPREHENSIVE PLAN (AB96 -051A THROUGH 051K)
Nelson began the meeting by explaining that he would like to begin going through the
document chapter by chapter and hopefully wrapping up on Tuesday, April 8.
Nelson further noted that there were some items on the April 4 addendum items and
requested Michael Knapp, Planning and Development Services Director, keep them in mind as
the chapters were reviewed. He mentioned materials submitted by Bellingham that would be
discussed under Chapter 2, Land Use.
Sutter moved to amend the Introduction on page 1 -9, Demographics, by striking "college
students (15-19 an 20 -24).

3 Sutter moved to amend on page 1 -14 on Water Resources, paragraph 1, to read as

15 There was discussion regarding the process for compiling the amendments being
16 proposed. Nelson explained that each Council member was asked to list the amendments they
17 would like to discuss. This list was circulated to all Council members and initialed if there was
18 consensus to discuss each item listed. Those items having been initialed by three or more
19 Council members were the only items being considered for discussion. These items are referred
20 to as the starred items.

There was discussion regarding the need for this language change. Sutter clarified this
suggestion came from Bellingham.

There was discussion regarding Policy 2R -2, the first and second bullets. Staff was
requested to examine these items independently.
There was discussion on page 13 of addendum items - -the April 4 version -- pertaining to
page 2 -23, Policy 2R -3, bullet #1.

13 aquifers and has completed the drilling of f two additional wells. Application has also been made

15 n investigation and analysis of the aquifers, the city can adequately meet current 20 year
16 projected needs. The city's proposed water service area is contiguous with the proposed Urban

3 Knapp clarified that the Resource Protection Zone has other benefits for County
4 resources. Urban development should not be precluded. The Resource Protection Zone
5 primarily protects agricultural lands but also protects land available for future urban growth.
6 Gibson stated that if the land does not qualify as agricultural land, the property. owner is not
7 required to cluster. The term "Resource Protection Zone" is used instead of "Agricultural
8 Protection Zone" because it has an additional benefit of protecting other types of resources.

18 There was discussion regarding the lack of light industrial areas which contributes to a
19 low tax base in the area. Batchelor stated that the area was specified as Kendall because of the
20 availability of water and the need for employment opportunities in the Peaceful Valley/Paradise
21 Lakes area. There may be problems with Growth Management if the area is expanded to take in
22 the entire school district.

8 support can be given through development regulations and permitting processes.

Brenner moved to amend on page 2 -89 to reinstate a separate section for Lummi Island
and Eliza Island. Nelson and Sutter stated this was accomplished at the work session last
Tuesday. Knapp explained Eliza Island needs to be in the Resort Recreation section.
Brenner then restated her motion to reinstate Lummi Island.
Knapp explained this will be covered at the next meeting on Tuesday.
Brown moved the following amendment on page 2 -100, third line of the first paragraph,
to insert the language: "...over 4,000 acres. The Washington State Department of Parks operate
more than 3.000 acres of park lands. The Washington State Department of Natural Resources... "

Brown moved to amend the fourth paragraph by deleting the second sentence in its

1 Brown spoke regarding his intent to move to delete Policy 2UU -13. The adopting
2 resolution for The Natural Heritage Plan has never been carried out. Batchelor stated that parts
3 of the resolution have been implemented through contract with the Land Trust for the last three
4 years.

14 Brown moved to amend map #8 following page 2 -113 by moving the "Small Town"
15 designation for the Kendall vicinity east 1/4 mile and south to include the north and south side of
16 the Mt. Baker Highway and to include to Mt. Baker Highway 1/4 mile east of the current
17 intersection of SR 542 and SR 547.

21 Nelson stated he was concerned . because previous discussions regarding the Kendall area
22 have been general in nature. The map is specific. Starkenburg stated that a disclaimer had been
23 added to the map stating the map was not very specific on the boundaries. This issue was
24 discussed in Planning and Development Committee.

29 on the bottom of map #8.

.36 "...capital facilities to include populations for all of Whatcom County in calculations to project

38 County. In the Capital Facilities Improvement Plan, figures for the cities were not used in
39 developing level of service, only figures for rural Whatcom County.

41 Batchelor stated that for the offices that serve the County -wide population, County -wide
42 growth projections were used.. Brown stated he will discuss this later with Batchelor.

1 Brown moved to amend the language on page 4 -3, the second line of the first paragraph,
2 to read: "...service for roads, law enforcement, and parks other essential services costs for those
3 services...."

8 Brown accepted the friendly amendment. Brown then changed his decision to accept the

17 long as an item is in the Capital Improvement Program, the County will be obligated to fund that
18 item. Imhof replied that the Capital Improvement Program is the same as the six -year Road
19 Program. Items are funded as funds are available.

1 Starkenburg stated he would like to hear from the Executive, especially on matters of
2 finance, that they have reviewed the Comprehensive Plan and the Capital Facilities Plan. The
3 GMA has stated there needs to be concurrence of intent. Knapp stated that Brad Bennett, County
4 Finance Manager, and Dave Wareing, Deputy Administrator, have spent time reviewing this
5 document. There will be an annual review by the Executive and Council.

7 Nelson stated the next work session will be at 11 a.m. on Tuesday, April 8, 1997.
