A]-,n prPCPnt- Connie Hoag Ward Nelson Absent: None COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 1. ORDINANCE AMENDING THE 1998 BUDGET, REQUEST #4 (AB98 -178) Dave Wareing, Deputy Administrator, explained that Supplemental Budget Request #4 deals with two issues relating to the Health Department. These issues provide additional money into the County's budget, requiring that the budget be amended to increase the expenditure authority. Hoag asked about matching funds of 50% and 25 %. Chuck Benjamin, Health and Human Services Director, replied that the matching funds would be from the existing budget. Nelson called for a point of order. Rather than discuss improving the funding, a discussion on items 4 and 7 concerning the project should be addressed. If those items are approved then the funding should be discussed. Regina Delahunt, Health and Human Services Environmental Services Manager, stated that there is federal funding available for public water system planning projects. The Department of Health approached the County with the idea of utilizing the funding to assist in updating the 1993 County's coordinated water system because of regulatory upgrades and changes in the County comprehensive plan. Nelson asked if there was going to be a review to see whether small associations are doing their plans or if they are included in the new plan. 40 Delahunt, replied the department will invite the small associations to participate. One of 41 the actions has been targeted to put together some workshops, with the assistance of State 42 Health, to help update their plans. 43 44 Nelson moved to recommend approval. 45 46 Motion carried unanimously. Finance and Administrative Services Committee, 5/5/98, Page 1 2 Hoag stated the next item was Amendment 7, a grant agreement between Whatcom 3 County and the Department of Ecology to assist homeowners in the Chuckanut Bay area to 4 repair or replace failing septic systems. 5 6 Delahunt stated that the State Department of Ecology made funding available for 7 assisting homeowners with the repair or replacement of failing on -site septic systems in shellfish 8 areas. There is a recreational shell fish area in Chuckanut Bay that has been closed due to 9 contamination. The State Department of Health Sanitary Survey, done in 1994, determined the 10 only influence on the area would be failing outside septic systems. The Health Department 11 surveyed the village last summer and found an on -site system failure rate of approximately 28 %. 12 All failing systems have been identified and interim measures have been taken awaiting approval 13 of the submitted grant application. The State Department of Ecology offered an award 14 specifically for assisting homeowners in Chuckanut Village. All homeowners have submitted 15 repair applications to the Health Department. 16 17 Hoag asked about the status of the monitoring program. 18 19 Delahunt stated there was a draft program in place and it will be taken before the Health 20 Department Advisory Board in the near future. They hope to implement it by the end of this 21 year. 22 23 Nelson moved to recommend approval. 24 25 Motion carried unanimously. 26 27 COUNCIL "CONSENT AGENDA" ITEMS 28 29 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #98 -39 FOR 30 THE PURCHASE OF TWO 4X4, HALF -TON PICKUP TRUCKS TO THE LOWEST 31 RESPONSIVE BIDDER, DIEHL FORD, IN THE AMOUNT OF $41,102.63 (AB98 -186) 32 33 Hoag stated these are replacement vehicles and are super -cabs. The super -cab was 34 selected because it can haul more supplies, has undercover storage, and can transport more 35 people. 36 37 Nelson felt the price of the super -cab, compared to a regular cab, was a factor. 38 39 Dave Wareing, Deputy Administrator, stated the purchase was a good investment. 40 41 Hoag stated the price difference between regular cab and super cab is $3,131.00. 42 43 Nelson moved to recommend approval. 44 45 Motion carried unanimously. 46 Finance and Administrative Services Committee, 5/5/98, Page 2 1 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #98 -40 FOR 2 THE PURCHASE OF FOUR HALF -TON PICKUP TRUCKS TO THE LOWEST 3 RESPONSIVE BIDDER, PIONEER FORD, IN THE AMOUNT OF $68,703.10 (AB98 - 4 187) 5 6 Hoag stated these are replacement vehicles and regular cabs. 7 8 Nelson moved to recommend approval. 9 10 Motion carried unanimously. 12 3. RESOLUTION SETTING THE HEARING AND NOTICE OF HEARING TO 13 DECLARE PROPERTY SURPLUS (AB98 -188) 14 15 Nelson moved to recommend approval. 16 17 Motion carried unanimously. 18 19 4. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN 20 INTERAGENCY AGREEMENT BETWEEN WHATCOM COUNTY AND THE 21 STATE OF WASHINGTON DEPARTMENT OF HEALTH, TO UPDATE AND 22 REVISE THE COORDINATED WATER SYSTEM PLAN (CWSP), IN THE AMOUNT 23 OF $35,000 (AB98 -189) 24 25 Nelson moved to recommend approval. 26 27 Motion carried unanimously. 28 29 5. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A 30 PROFESSIONAL SERVICES AGREEMENT AMENDMENT TO WCC #9803024, 31 BETWEEN WHATCOM COUNTY AND GEOENGINEERS, INC., FOR 32 ENGINEERING SERVICES FOR THE COMPLETION OF A MANAGEMENT PLAN 33 FOR SWIFT CREEK, IN THE AMOUNT OF $21,300, TOTAL CONTRACT AMOUNT 34 NOT TO EXCEED $35,800 (AB98 -190) 35 36 (Clerk's Note: The audio taped discussion is difficult to hear and to identify speakers) 37 38 Nelson moved to recommend approval. 39 40 Motion carried unanimously. 41 42 6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A 43 CONTRACT AGREEMENT BETWEEN WHATCOM COUNTY AND BERRYMAN & 44 HENIGAR FOR MONITORING SERVICES FOR GROUNDWATER AND LANDFILL 45 GAS AT THE CEDARVILLE LANDFILL, IN THE AMOUNT NOT TO EXCEED 46 $55,000 (AB98 -191) Finance and Administrative Services Committee, 5/5/98, Page 3 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 There was discussion on the costs for testing, fees and equipment. Ravyn Whitewolf, Public Works Engineer, asked why the contract was not simply put out to bid. Hoag replied the choice was made on the particular experience and knowledge of the company. This choice will actually result in a cost saving to the County. Nelson moved to recommend approval. Motion carried unanimously. 7. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND THE DEPARTMENT OF ECOLOGY, TO ASSIST HOME OWNERS IN THE CHUCKANUT BAY AREA TO REPAIR OR REPLACE FAILING ON -SITE SEPTIC SYSTEMS, IN THE AMOUNT OF $93,750 (AB98 -192) Nelson moved to recommend approval.
