Also Present: Absent: Ward Nelson None Connie Hoag SPECIAL ORDER OF BUSINESS ELECTION OF COMMITTEE CHAIR (AB98 -023) Nelson moved approval of Marlene Dawson. Motion carried unanimously. COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT BETWEEN WHATCOM COUNTY AND RE SOURCES FOR 1998 PROMOTION PROGRAM FOR WASTE REDUCTION AND RECYCLING /HOUSEHOLD HAZARDOUS WASTE IN THE AMOUNT OF $57,000 (AB98 -039) Ravyn Whitewolf, Solid Waste, noted the contract was extended in June 1997 for six months due to the uncertainty of the solid waste precedent. However, due to the need for consistency of the programs, the intent was always to have this contract expire after the end of the school year. The intent was to go out to bid on this item for a new contract in June for the end of the year and the beginning of the next school year, 1997 -98. She then summarized the items the contract covers, which include a recycle hotline; school presentations; publications; and outreach to the public. She noted that 60 percent of this contract is reimbursed by the state through a grant. Topics of discussion included education and teacher pay. Nelson moved to recommend approval. Dawson suggested combining classrooms under one teacher. She also expressed concern Finance, 1/27/98, Page 1 about a publication which attacked the Council members. Carl Weimer, RE Sources, clarified that was from the RE Souces newsletter, which is not funded by the County. Hoag questioned the funding of this program. Motion carried unanimously. 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AMENDMENT NO. 1 TO AN AGREEMENT FOR CONSULTING SERVICES BETWEEN WHATCOM COUNTY AND RE SOURCES TO ADMINISTER THE LOCAL GRANT PROJECT TO RECYCLE CARPET AND PAINT WITH FUNDING CARRYOVER FROM 1997 (AB98 -040) Ravyn Whitewolf, Solid Waste, stated that this program represents the ideal goal of promoting innovative projects that promote recycling. The cost to the County was only $576 for 1997. Carl Weimer, RE Sources, stated that anything taken into the store is screened carefully for disposal costs. Very little of the carpet was disposed of. He suggested that if the County has a better use for the $14,000 which was left, the monies be returned for consideration of another recycling program, as this program is self - sufficient. Nelson moved to recommend not funding the program for 1998. Motion carried unanimously. Whitewolf stated that there is $75,000 budgeted this year for grant programs. COUNCIL "CONSENT AGENDA" ITEMS REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND THE NORTH SOUND REGIONAL SUPPORT NETWORK FOR THE PROVISION OF MENTAL HEALTH SERVICES IN WHATCOM COUNTY (AB98 -053) Nelson suggested dealing with items 2 through 8 separately. Chuck Benjamin, Health Department Director, stated this request is for reimbursement for housing for the mental health, adult and child resource coordinators. Dave Wareing, Executive =s Office, recommended moving the issues at the end of the agenda forward for consideration of the Treasurer and Superior Court Administrator =s schedule. Nelson moved to recommend approval. Motion carried unanimously. Finance, 1/27/98, Page 2 (Clerks Note: Committee moved to item 14) 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND WHATCOM COUNTY COUNCIL ON AGING FOR THE PROVISION OF COMMUNITY ACCESS SERVICES FOR DEVELOPMENTALLY DISABLED ADULTS (AB98 -054) Benjamin spoke to items 2 through 8, which are all related. All are current contracts extending through June 30, 1998. The contracts will be funded again when money comes from state. Nelson asked Wareing about tying these contracts to a biennium budget. Dave Wareing, Executive =s Office, stated that tying the state =s biennium to the County--s is out of sync by six months, as the fiscal year would have to be changed by six months. There is no way to synchronize the two. Chuck Benjamin, Health Department, stated the only reason this comes up so frequently is due to the consolidation of his department. Current administration has a different philosophy on contracts than the previous Developmental Disabilities director. The providers are being surveyed for ADA and contract compliance, which is another reason this is coming forward so often. Wareing stated that the County would like to eliminate this coming forward so often. Benjamin stated that the amendment amounts are listed on packet page 25. Nelson moved to recommend items 2 through 8 be approved by acclamation. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND THE WHATCOM CENTER FOR EARLY LEARNING FOR THE PROVISION OF EDUCATIONAL SERVICES, THERAPEUTIC INTERVENTION AND PARENT EDUCATION PROGRAMS FOR DEVELOPMENTALLY DISABLED CHILDREN AND THEIR FAMILIES (AB98 -055) 4. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND VANGARD NORTHWEST FOR THE PROVISION OF EMPLOYMENT SERVICES FOR DEVELOPMENTALLY DISABLED CLIENTS (AB98 -056) 5. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND NORTHWEST INDUSTRIES FOR Finance, 1/27/98, Page 3 THE PROVISION OF EMPLOYMENT SERVICES FOR DEVELOPMENTALLY DISABLED CLIENTS (AB98 -057) 6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND KULSHAN SUPPORTED EMPLOYMENT FOR THE PROVISION OF INDIVIDUAL AND GROUP SUPPORTED EMPLOYMENT FOR DEVELOPMENTALLY DISABLED CLIENTS (AB98 -058) 7. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND LOCAL FOCUS FOR THE PROVISION OF COMMUNITY ACCESS SERVICES FOR DEVELOPMENTALLY DISABLED CLIENTS (AB98 -059) 8. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND CURRENT INDUSTRIES FOR THE PROVISION OF PRE- VOCATIONAL EMPLOYMENT SERVICES FOR DEVELOPMENTALLY DISABLED CLIENTS (AB98 -060) 9. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT AND EVERGREEN AIDS FOUNDATION FOR COORDINATION OF VOLUNTEER AND CASE MANAGEMENT SERVICES FOR CLIENTS INFECTED WITH HIV AND /OR DIAGNOSED WITH AIDS (AB98 -061) Chuck Benjamin, Health Department Director, stated this is an on -going contract for the same amount of money as the past three years. It provides essential case management services for these clients. The County could not provide these case management services for this amount ($21,000). Nelson moved to recommend approval. Dawson asked what percentage of increase there is in the AIDS cases. Benjamin stated it has been going up slightly. He was concerned with what is happening in Vancouver B.C. because of the proximity of this county as their rates are increasing. It is not possible to track HIV cases, as they are not reportable. Motion carried unanimously. 10. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT BETWEEN THE STATE OF WASHINGTON DEPARTMENT Finance, 1/27/98, Page 4 OF HEALTH AND WHATCOM COUNTY HEALTH & HUMAN SERVICES DEPARTMENT TO PROVIDE FUNDING FOR THE DELIVERY OF PUBLIC HEALTH SERVICES UNDER THE CONSOLIDATED CONTRACT PROCESS (AB98 -062) Chuck Benjamin, Health Department Director, stated that packet page 133 gives a summary of the program. Dawson asked about the section regarding shellfish. Benjamin stated that this is all money that is received from the state. Nelson moved to recommend approval. Motion carried unanimously. 11. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A GRANT AGREEMENT BETWEEN WASHINGTON STATE DEPARTMENT OF ECOLOGY AND WHATCOM COUNTY DEPARTMENT OF PUBLIC WORKS TO REIMBURSE THE SOLID WASTE DIVISION FOR SIXTY PERCENT OF BUDGETED SERVICES (AB98 -063) (Clerks Note: This item was handled after item 13) Nelson moved to recommend approval. Motion carried unanimously. 12. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO CONTRACTS BETWEEN WHATCOM COUNTY SUPERIOR COURT AND KAMRAR, ELICH, PAGE, HEYDRICH, FOLLIS, NELSON, BERNSTEIN, MCLEAN, MCGREEVY, AND KOLKE FOR THE PROVISION OF CONFLICT INDIGENT DEFENSE SERVICES (AB98 -064) (Clerks Note: This item was discussed after item 14) N.F. Jackson, Superior Court Administrator /Clerk, noted the annual contract is primarily for criminal indigent defense where the public defender has a conflict of interest. The rate is the same as the past three years, which is $50 per hour. Nelson moved to recommend approval. Motion carried unanimously. 13. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY SUPERIOR COURT AND WHATCOM DISPUTE RESOLUTION CENTER FOR THE PROVISION OF Finance, 1/27/98, Page 5 DISPUTE RESOLUTION SERVICES (AB98 -065) N.F. Jackson, Superior Court Administrator /Clerk, stated this service is provided by statute wholly funded by District Court filing fee surcharges, which handles domestic relations, neighborhood and landlord /tenant disputes. This is a pass- through contract. Nelson moved to recommend approval. Motion carried unanimously. 14. RESOLUTION ACCEPTING THE TREASURER =S LIST OF PROPERTY TAX REFUNDS PURSUANT TO RCW 84.69.020 (AB98 -066) Dawson stated that most of the list is from park model trailers. Barbara Cory, Treasurer, stated that there was a court case which stated that park models cannot be taxed as real estate. The refunds amounted to approximately $375,000 of the $500,000 refunded. The majority of the remaining refunds are due to senior exemptions. Nelson moved to recommend approval. Motion carried unanimously.
