Also Present: Absent: Ward Nelson Connie Hoag COUNCIL "CONSENT AGENDA" ITEMS REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD A CONTRACT FOR MICROFILMING SERVICES TO THE LOWEST RESPONSIVE BIDDER, DATAPLEX CORPORATION, IN THE AMOUNT NOT TO EXCEED $200,000 (AB98 -204) George Reid, Information Services, introduced Anne B, , who explained the request. Nelson moved to recommend approval. Motion carried unanimously. 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AGREEMENT BETWEEN WHATCOM COUNTY HEALTH & HUMAN SERVICES AND SEAMAR COUNSELING AND SOCIAL SERVICES FOR CASE MANAGEMENT SERVICES FOR CHRONICALLY MENTALLY ILL PATIENTS IN THE AMOUNT NOT TO EXCEED $25,000 (AB98 -205) John Hooper, Health & Human Services, explained the request. Chuck Benjamin, Health & Human Services Director, also commented. There were questions. Topics of discussion included LISTEN; implementation of the program process; serving non jail clients; re- working contract language regarding non - jail clients; client requirements. Moved to recommend approval subject to the language change. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #98 -42 FOR THE PURCHASE OF A TRUCK - MOUNTED DITCH CLEANER TO THE LOWEST RESPONSIVE BIDDER, WESTERN POWER Finance Minutes, 5/19/98, Page 1 & EQUIPMENT, IN THE AMOUNT OF $177,185.75 (AB98 -206) Nelson moved to recommend approval. Motion carried unanimously. 4. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #98 -45 FOR THE COUNTY'S SUPPLY OF ASPHALT MIXES TO THE LOWEST RESPONSIVE BIDDER, IN A TOTAL AMOUNT OF APPROXIMATELY $274,500 (THE COUNTY RESERVES THE RIGHT TO UTILIZE THE APPROPRIATE LOW BIDDER BASED UPON PROJECT LOCATION, DISTANCE TO THE PLANT, AND PRODUCT AVAILABILITY) (AB98 -207) Mary Scrimsher, Public Works, commented. Dick Prieve, Public Works, M & O, answered questions. Nelson moved to recommend approval. Motion carried unanimously. 5. REQUEST AUTHORIZATION FOR PAYMENT OF COUNCIL MEMBER EXPENSES AND /OR TRAVEL (AB98 -143B) Brenner notified Nelson she requested to add her name for today's consideration. Nelson moved to recommend approval and add Barbara Brenner's request to the list. Motion carried unanimously. 6. REQUEST AUTHORIZATION TO EXPEND THE FUNDS NECESSARY TO COMPLETE WORK UNDER SETTLEMENT AT THE FERNDALE APARTMENTS (AB98 -208) Randy Watts, Prosecuting Attorney's Office, explained the request and the problems associated with the scope of the work. Additional equipment was needed, as well as increased work time, due to these problems. Regina Delahunt, Health & Human Services, commented about human/dairy waste. Topics discussed included the change in the WAC; removal of the lagoon sludge; increased cost in the settlement agreement; communication; impact of tort fund; Nelson moved to recommend approval.
