The meeting was called to order at 6:30 p.m. by Council Chair Robert Imhof in the
Council Committee Room, 311 Grand Avenue, Bellingham, Washington.

Dawson moved to go into executive session for 30 minutes to discuss items #1 and #2.
Motion carried unanimously.
