Also Present: Absent: Kathy Sutter None Marlene Dawson L. Ward Nelson Connie Hoag Barbara Brenner Tom Brown Nelson moved to go into executive session to discuss item #1. Motion carried unanimously. DISCUSSION WITH SENIOR DEPUTY PROSECUTOR DANIEL GIBSON REGARDING PENDING LITIGATION (AB99 -018) 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND SALLY K. YEAGER TO PURCHASE PROPERTY ON LUMMI ISLAND IN THE AMOUNT OF $94,000 (AB99 -023) Imhof recessed executive session. Jeff Monsen, Public Works Director, stated that they have pursued a discussion regarding an offer. They worked out the financial details consistent to what the Council agreed on. The County accepted the offer. One of their contingencies was that they would not receive payment until 1999. Therefore, administration went through the budget process. This is a formal authorization to execute the sale agreement. Brown questioned whether all of the details were the same as when it was brought before the committee previously. Monsen stated that parking issues have been worked out. The County is working with the Lummi Tribe to arrange similar parking on the Gooseberry Point side and to encourage walk - on traffic. Hoag questioned whether they were still going to try to use as much gravel as possible, instead of asphalt, when creating the parking area. Monsen replied that this lot is fully treed, so Committee of the Whole, 1/12/99, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 there are a substantial amount of conditions that could go on the conditional use process in order to put in the parking lot. It will require landscaping. Considering the community, they won't have any problem finding neighbors to encourage the County to do landscaping. Sutter questioned whether there was any discussion with Whatcom Transit Authority (WTA) regarding bus service to the area. Monsen stated that they can do parking on the Gooseberry side to increase the walk -on passengers. They can then look for runs that need to be made and make an adjustment in the ferry schedule to match. They currently match up with about half the runs.
