February 8, 2000
The meeting was called to order at 6:00 p.m. by Councilmember L. Ward
Nelson in the Council Committee Room, 311 Grand Avenue, Bellingham,
Washington.

1. DISCUSSION WITH CHIEF CIVIL DEPUTY PROSECUTOR RANDY
WATTS REGARDING PENDING LITIGATION (AB2000 -018)

Dawson moved to go into Executive Session for 25 minutes to discuss this

2. DISCUSSION WITH COUNCIL CLERK DANA BROWN -DAVIS
REGARDING COUNCIL POLICIES, BY -LAWS, AND PARLIAMENTARY
PROCEDURE (AB2000 -017)

Dewey Desler, Deputy Administrator, stated they have an obligation to
protect the facility and the right to decide who can and can't use the facility.
Dana Brown - Davis, Clerk of the Council, stated the only policy for facility use
is a one -page memo from Executive Kremen.
Nelson stated if a group is in the Council Chambers, and they are a bunch of
rabble - rousers, then the County is responsible.
Crawford stated he was at the meeting in the Chambers on the previous
evening and it did seem as if it was an official meeting of the County government.
He walked out disgusted with what was being said. Public officials were being
defamed. Untruths were being said.

Nelson stated it was his perception that it was an official function because it
was held at the courthouse when he heard about it on the news.
McShane stated a reservation should have an administrative department
sponsor. He questioned how far they want to go.
Brown -Davis questioned whether the decision was to charge $25 per hour
plus the cost of security.
Imhof questioned whether there is security present at every meeting.
Brown -Davis stated there will be from now on.
Imhof stated that the policy should include a requirement that a
representative of the sponsor be present at the meeting.
ADJOURN
The meeting adjourned at 6:40 p.m.
