Special County Council
July 2, 2002
The meeting was called to order at 10:02 a.m. by Council Vice -Chair Barbara
Brenner in the Council Chambers, 311 Grand Avenue, Bellingham, Washington.

INTRODUCTION ITEMS
1. ORDINANCE ESTABLISHING A JOINT CITY /COUNTY PUBLIC
FACILITIES DISTRICT (AB2002 -249)
Dan Gibson, Senior Civil Deputy Prosecutor, stated the State recently
changed the law to allow the creation of a joint public facilities district between a
city and the county. In this instance, the City of Bellingham and Whatcom County
are creating ordinances that are very similar, so there can be a single Joint Public
Facilities District. This needs to be introduced now so they can ensure that it is
adopted on July 16, and go into affect ten days thereafter. Procedurally, it must be
done by July 31. He will also introduce an interlocal agreement on July 16 that will
describe the relationship between the City and the County, as it pertains to the
operation of this district. He thanked the councilmembers for allowing this special
meeting. It will save a considerable amount of time and effort later.
Crawford moved to accept the Introduction Item.
Motion carried unanimously.
