The meeting was called to order at 2:45 p.m. on December 6, 2002 and
11:00 a.m. on December 10, 2002 by Council Member Sam Crawford in the Council
Committee Room, 311 Grand Avenue, Bellingham, Washington.

1. COUNCILMEMBERS MEET FOR A PRE - INTERVIEW DISCUSSION
The Whatcom County councilmembers met for 15 minutes with Human
Resources Representative Jennifer Dubrow to discuss interviewing protocol and
select interview questions, the order the questions would be asked, and which
councilmember would ask each question.

2. COUNCILMEMBERS TO INTERVIEW APPLICANTS SEEKING TO FILL
THE POSITION OF INTERIM WHATCOM COUNTY SHERIFF (AB2002-
415)
The Whatcom County councilmembers held five 20- minute interviews on
December 6, 2002 with interim County Sheriff applicants: Bill Elfo, Larry Mount,
Ron Peterson, John Barriball, and Jeffrey Parks. The Whatcom County
councilmembers held one 20- minute interview on December 10, 2002 with the last
interim County Sheriff applicant, Dale Baker. The same questioner asked the
following questions of each candidate in identical order:
1. Sharon Roy - Describe your career, strengths, and leadership
experience.
2. Laurie Caskey- Schreiber - What issues will you tackle first?
3. Seth Fleetwood - What's your vision for the department?
4. Sam Crawford - How do you see the role of County Sheriff affecting
staff morale and productivity?
5. Dan McShane - What is your understanding of the practice of
Nicommunity policing" and how would you apply those concepts to
Whatcom County?
