August 27, 2002
The meeting was called to order at 9:00 a.m. by Council Chair L. Ward
Nelson in the Council Chambers, 311 Grand Avenue, Bellingham, Washington.

1. INTERIM ORDINANCE AMENDING WCC, TITLE 20, CHAPTER 20.80 —
LAND SUPPLEMENTARY REQUIRMENTS TO ELIMINATE SEASONAL
LIMITATIONS ON LAND CLEARING ACTIVITIES WITHIN WATER
RESOURCE SPECIAL MANAGEMENT AREAS (AB2002 -314)
Crawford moved to accept the Introduction Item.
Motion failed 3 -1 with Roy opposed and Brenner absent.
Roy asked where this leaves builders right now.
Crawford stated they wouldn't know until September 10, when this is
discussed.
Roy stated she thought the Council was going to review the entire ordinance
and all the data, and then tweak the seasonal land- clearing portion of the
ordinance. When they look at the exhibit, it's all crossed out, like it's disappeared.
The entire seasonal land- clearing issue is crossed out.
Nelson stated this is an ordinance on the land clearing issue itself.
Dave Grant, Senior Civil Deputy Prosecutor, stated the scope is more or less
what the Council did to rescind the ordinance a couple of weeks ago.
Roy stated this proposed ordinance removes the seasonal land clearing
altogether. She asked if the seasonal land clearing regulations are out right now.
Grant stated they are not out right now.
Roy moved to reconsider the introduction of this item.

Motion carried 4 -0 with Brenner absent.
Crawford moved to introduce this item.

Motion carried unanimously.
