WHATCOM COUNTY COUNCIL Public Works and Capital Projects Committee October 22, 2002 The meeting was called to order at 1:50 p.m. by Committee Chair Barbara Brenner in the Council Chambers, 311 Grand Avenue, Bellingham, Washington. Present: Absent: Laurie Caskey- Schreiber None Sam Crawford Also Present: None COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. ORDINANCE AMENDING THE SIX -YEAR CAPITAL IMPROVEMENT PROGRAM, CAPITAL FACILITIES CHAPTER AND TRANSPORTATION CHAPTER OF THE WHATCOM COUNTY COMPREHENSIVE PLAN (AB2002 -084V) Crawford stated this was held in committee at the previous committee meeting, when the committee discussed the potential for a consolidated services building. There is no location, so they removed references to a location of a consolidated services building. The ferry level of service is not being changed. It will come forward after the plans are done that the Public Works Department is working on now. Brenner moved to amend Council packet page 115, Consolidated Services Building. Put the same wording here that is in the section about new roads. "One of the proposed projects in the Six -Year Capital Improvement Project is a consolidated services building which may be built in a location yet to be determined...." Motion carried unanimously. Brenner moved to amend Council packet page 126, Financing for Office Space Improvement Projects Serving Countywide Population, "The overall cost of the a proposed consolidated services building...." Brenner moved to amend language on page 128, • In section entitled Proposed Office Space Improvement Projects Serving Unincorporated Areas: "Grve An improvement project...." • In section entitled Financing for Office Space Improvement Projects Serving Unincorporated Areas: The total cost of t#e a Consolidated Services Building..." • In the footnote to the table: "The overall size of t#e a Consolidated Services Building..." Motion carried unanimously. Brenner moved to amend Council packet page 129, Proposed Sheriff's Office Improvement Projects, "At the current time, one sheriff's office improvement project is proposed to locate new satellite facilities in unincorporated...." Dewey Desler, Deputy Administrator, stated there are different ideas of what a satellite station is. At some point in the future, the County may want to move the Sheriff's Office and other associated facilities, such as a minimum security jail, into the county where they can serve the population of the unincorporated area. Brenner stated that has not been proposed. This item is about what is being proposed currently. People have talked about ideas, but there has never been a proposal. Desler stated this is just an update to the previous document. Brenner stated that this is how things incrementally get a life of their own. Desler stated it was in the previous document, which is something that the Council approved. Brenner asked Mr. Desler to find information on when the Council voted to propose building a minimum - security jail in unincorporated Whatcom County. The only thing the Council has voted to propose was the satellite stations. Crawford proposed a friendly amendment, "At the current time, one sheriff's office improvement project is proposed to locate new facilities in unincorporated... The purpose of this project would be to achieve reduced response times and otherwise upgrade service to the public in a manner of design and function yet to be determined the faeu"toeS." Brenner stated the second sentence defines exactly what the Council had talked about regarding reduced response times. Reduced response times are not about jail facilities. The Council proposed satellite stations, but it is not included in the document anywhere. Crawford stated the current Sheriff has not been an advocate of satellite stations or substations because he believes establishing a separate office structure is not efficient. The Sheriff will leave office within the next year or two, and the new sheriff may have a different opinion. Leave the options open. This is a plan that can be changed anyway. It's wise to have a plan that is as adaptive as possible to the County's needs. Brenner accepted Councilmember Crawford's proposed friendly amendment. Motion carried unanimously. Brenner moved to amend Council packet page 130: • In the first paragraph, "The total cost of the a Consolidated Services Building..." • In the table footnote, "The overall size of t-19e a Consolidated Services Building..." Motion carried unanimously. Brenner moved to amend Council packet page 132: • In the first paragraph, "The total cost of the a Consolidated Services Building..." • In the table footnote, "The overall size of th-e a Consolidated Services Building..." Motion carried unanimously. Brenner moved to amend the table on Council packet page 141, "Proposed New Structures." Motion carried unanimously. Matt Aamot, Senior Planner, stated the square footage for Cooperative Extension should be amended on Council packet page 125. Brenner moved to amend the square footage listed for Cooperative Extension "7,042 3,610" on Council packet page 125. Add the amount that of office space in site 3 that is vacant "Vacant 3,432." Motion carried unanimously. Crawford moved to recommend approval of the amended ordinance to the full Council. Motion carried unanimously.
