Also Present: Absent: Sam Crawford None Marlene Dawson COUNCIL "CONSENT AGENDA" ITEM 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO APPROVE THE PURCHASE OF WHATCOM COUNTY'S ANNUAL SUPPLY OF ASPHALTIC EMULSIONS FOR MAINTENANCE OF COUNTY ROADS FROM THE LOWEST RESPONSIVE BIDDER MCASPHALT INDUSTRIES IN THE APPROXIMATE AMOUNT OF $500,000 (AB2001 -088) Dawson moved to recommend approval. It looks like the Canadian exchange rate is helping the County out. Brad Bennett, Finance Manager, stated the County has gotten the materials from Canada for the last five years. The location is convenient. Imhof stated the County had delivery problems with the company in Seattle. Motion carried unanimously. 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A PROFESSIONAL SERVICES CONTRACT BETWEEN WHATCOM COUNTY HEALTH AND HUMAN SERVICES DEPARTMENT AND EVERGREEN AIDS FOUNDATION, TO PROVIDE FOR VOLUNTEER AND CASE MANAGEMENT SERVICES FOR CLIENTS INFECTED WITH HIV AND /OR DIAGNOSED WITH AIDS IN THE CONTRACT AMOUNT OF $21,000 (AB2001 -089) Dawson moved to recommend approval. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND HANSON ENGINEERS INC. FOR THE DEVELOPMENT OF A 20 -YEAR FERRY OPERATION PLAN IN THE AMOUNT OF $41,000 (AB2001 -090) Dawson moved to recommend approval. A component of the agreement is that Hanson Engineers will hold focus groups in the community to get input. A concern was that this might move forward without input, but the focus groups are part of the contract, so the Ferry Committee is positive about it. This is a good thing. Motion carried unanimously. 4. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT AMENDMENT BETWEEN WHATCOM COUNTY AND THE NOOKSACK SALMON ENHANCEMENT ASSOCIATION (NSEA) FOR MANAGING CHINOOK ACCLIMATION PONDS ON THE NORTH FORK OF THE NOOKSACK RIVER IN THE AMENDMENT AMOUNT OF $29,000 FOR A TOTAL AMENDED AMOUNT OF $35,000 (AB2001 -091) Dawson moved to recommend approval. She questioned whether all hatcheries have acclimation ponds. John Thompson, Endangered Species Act Coordinator, stated no. The purpose is to imprint the native North Fork chinook to the water coming out of the stream further up in the basin so they will return further up the river and use the natural habitat. Dawson asked why fish are clubbed in Oregon. Thompson stated that done is when there are non - native origin hatchery fish, and more adults are returning that what the hatchery needs for the egg take. If the hatchery needs a million eggs, and it gets enough fish back to get five million eggs, then they are disposing of the excess. Typically, those aren't native endangered fish. Motion carried unanimously. 5. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT BETWEEN WHATCOM COUNTY AND DAVID I. HAMLIN & ASSOCIATES FOR TRAFFIC ENGINEERING SERVICES IN THE AMOUNT OF $18,895 (AB2001 -092) Imhof stated this is for the Bennett Drive /Bakerview exchange and the Lyden -Birch Bay /Portal Way exchange. He moved to recommend approval. Motion carried unanimously. 6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE CITY OF BELLINGHAM FOR THE PURPOSE OF A COORDINATED COUNTY -WIDE SOLID WASTE MANAGEMENT SYSTEM AND HAZARDOUS WASTE PROGRAM, IN THE AMOUNT OF $260,000 (AB2001 -093) Imhof moved to recommend approval. It is a bit of an increase from last year. A new contract went out, and another component was added to the program. It is a good program that works. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND NORTHWEST REGIONAL COUNCIL FOR LAW AND JUSTICE SUPPORT SERVICES, IN THE BUDGETED CONTRACT AMOUNT OF $50,000 (AB2001 -094) Dawson moved to recommend approval. Imhof asked if this is continuing management of the contract. Dewey Desler, Deputy Administrator, stated it is continuing support of the Northwest Regional Council (NWRC) for the Law and Justice Council. Motion carried unanimously. OTHER BUSINESS There was no other business.
