The meeting was called to order at 5:52 p.m. by Council Chair L. Ward
Nelson in the Council Committee Room, 311 Grand Avenue, Bellingham,
Washington.

McShane moved to go into executive session for 70 minutes to discuss the
five items scheduled on the agenda.
Motion carried unanimously.
