January 14, 2003
The meeting was called to order at 1:10 p.m. by Committee Chair Sam
Crawford in the Council Chambers, 311 Grand Avenue, Bellingham, Washington.

COUNCIL "CONSENT AGENDA" ITEM
1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND THE INTERNATIONAL
FEDERATION OF PROFESSIONAL AND TECHNICAL ENGINEERS, LOCAL
17 COLLECTIVE BARGAINING AGREEMENT (AB2003 -028)
Dewey Desler, Deputy Administrator, stated the administration has come up
with an agreement that was approved by the majority of the union. It follows the
settlement guidelines from the County Council.
Roy moved to recommend approval to the full Council.
McShane stated there was a request to separate this item from the next
item.
Chris Hinz, Health Department, stated Bob Hungerschafer was the person
who asked that the next item be separate from this item.
Crawford stated the Council could pull it from the Consent Agenda.
Motion carried unanimously.
2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND TEAMSTERS LOCAL
UNION NO. 231 MASTER COLLECTIVE BARGAINING AGREEMENT
(AB2001 -390)
Dewey Desler, Deputy Administrator, recommends approval. This agreement
covers the pattern settlement for the entire County, and is within the guidelines set
by the County Council.

McShane moved to recommend approval to the full Council.

3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A
MODIFICATION OF CONTRACT BETWEEN WHATCOM COUNTY AND
THE CITY OF BELLINGHAM, TO PROVIDE FUNDING FOR THE ALCOHOL
PROTECTIVE CUSTODY PROGRAM IN THE AMOUNT OF $56,036
(AB2003 -029)
Crawford asked what the modification is.
Andy Byrne, Human Services Manager, stated this is an annual agreement.
The City of Bellingham provides two percent of its funds to the County from its
liquor taxes to support a substance abuse program. Another $45,000 comes from
other City funds to support the alcohol protective custody program. The County
merges those funds with other funds to fund a contract with St. Joseph Hospital to
provide an alcohol crisis intervention network. It is a very unique, statewide, highly
acclaimed project that no other county has.
McShane moved to recommend approval to the full Council.
Motion carried unanimously.
4. RESOLUTION ACCEPTING THE TREASURER'S LIST OF PROPERTY TAX
REFUNDS (AB2003 -030)
Barbara Cory stated this is a list of all the refunds that the Treasurer made.
The Council has no authority to do anything about the refunds. The law requires
only presentation.
Roy moved to recommend approval to the full Council to accept the list of
refunds.
Motion carried unanimously.
S. RESOLUTION TO SET HEARING TO SELL TAX -TITLE PROPERTY BY
NEGOTIATION (AB2003 -031)
Barbara Cory stated the recommendation is from the Property Management
Committee that it is a non - buildable lot because it is too small. She distributed a
parcel map (on file). The committee recommends sale by negotiation.
McShane moved to recommend to the full Council that they approve the
resolution.
Motion carried unanimously.
