WHATCOM COUNTY COUNCIL Finance and Administrative Services Committee April 6, 2004 Committee Chair Sam Crawford called the meeting to order at 11:03 a.m. in the Council Chambers, 311 Grand Avenue, Bellingham, Washington. Present: Absent: Sharon Roy Dan McShane Also Present: Laurie Caskey- Schreiber COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. ORDINANCE AMENDING WHATCOM COUNTY CODE 1.08.060, INITIATIVE, REFERENDUM, AND RECALL — FORM OF PETITION (AB2004 -145) Shirley Forslof, County Auditor, stated the County code allows a petition that is small, crowds the signatures, and has small lettering. This change to the code allows a larger petition that will result in less confusion for the public, is easier for staff to read, and is consistent with what the State allows. Roy moved to recommend approval to the full Council. Motion carried unanimous /y. COUNCIL "CONSENT AGENDA" ITEM 1. RESOLUTION SETTING THE HEARING TO SELL TAX -TITLE PROPERTY BY PUBLIC AUCTION, REQUEST 02 -04 (AB2004 -151) Roy moved to recommend approval to the full Council of Consent Agenda items one through four. RESOLUTION SETTING THE HEARING TO SELL TAX -TITLE PROPERTY BY PUBLIC AUCTION, REQUEST 05 -04 (AB2004 -154) See Consent Agenda item one. S. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO APPROVE A DECLARATION OF COVENANTS AND RESTRICTIONS FOR WETLAND MITIGATION AREAS — HOVANDER COUNTY PARK (AB2004 -155) Roy moved to recommend approval to the full Council because the Parks Director recommends the item. Mike McFarlane, Parks and Recreation Department Director, stated he's not sure how this got there. The work was done. There was initial approval that didn't go through the entire process. It was forgotten. The Corps contacted the Credit Union and said it wouldn't sign off until the work was done. The Credit Union consultant told the Parks Department that it wasn't in the right place, and there wasn't an agreement for the place it was done. It has little or no impact to his operations, because both are wetland areas where they are limited to doing anything with. Roy asked if the mitigation benefits Hovander Park. McFarlane stated it does. The initial intent was to re- vegetate a wetland area and retention pond. Instead of doing that on one side of the pond, they did it on the other side. Instead of restoring a ditch, they enhanced a natural swale. Motion carried unanimously. OTHER BUSINESS There was no other business.
