Special County Council
November 29, 2004
Council Chair Dan McShane called the meeting to order at 2:00 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

1. COUNCIL TO INTERVIEW CANDIDATES FOR THE POSITION OF
INTERIM DISTRICT COURT JUDGE (AB2004 -359)
The Whatcom County councilmembers held four 20- minute interviews on
November 29, 2004 with interim District Court Judge applicants: David Rhea,
Warren Page, Lee Grochmal, and David Grant. The same questioner asked the
following questions of each candidate in identical order:
1. Laurie Caskey- Schreiber - What do you believe are the central
attributes of a good judge?
2. Sharon Roy - Why do you believe you possess those qualities
and what experience do you possess that demonstrates those
qualities?
3. Barbara Brenner - What ideas do you have for office and
caseload management of the district court?
4. Seth Fleetwood- What is the most cost effective thing the
County could do to maintain or enhance the effectiveness of the
district court?
5. Sam Crawford - What role should district court judges have in
regards to establishing budget priorities with the County Council
and the law and justice system in the County?
The audiotapes of the interviews are available for review in the County
Council Office.

Crawford moved to go into executive session to discuss the candidates'
qualifications.
Motion carried unanimously.
(Clerk's Note: The Council went into executive session from 4 :00 p.m. to
5 :00 p.m.)
ADJOURN
The meeting adjourned at 5:00 p.m.
