Council Chair Dan McShane called the meeting to order at 6:00 p.m. in the
Council Committee Room, 311 Grand Avenue, Bellingham, Washington.

L. Ward Nelson
Absent:
None
McShane moved to go into executive session for 60 minutes to discuss the
four agenda items.
Motion carried 6 -0 with Crawford out of the room.
1. CONSIDERATION OF AN APPEAL OF THE HEARING EXAMINER'S
DECISION ON FILE NO. APL04 -0001, FILED BY MARK AND ROY
PALMER, REGARDING AN ADMINISTRATIVE DECISION RELATED TO
