WHATCOM COUNTY COUNCIL Committee Of The Whole February 24, 2004 Council Chair Dan McShane called the meeting to order at 6:20 p.m. in the Council Committee Room, 311 Grand Avenue, Bellingham, Washington. Present: Absent: Barbara Brenner None Laurie Caskey- Schreiber Sam Crawford Seth Fleetwood Sharon Roy L. Ward Nelson OTHER BUSINESS McShane stated they would have a discussion regarding consultants for critical areas and the shoreline update. Sylvia Goodwin, Planning Division Manager, stated this year and next year, staff is updating the shoreline ordinance and critical area ordinance. Administration put out a request for proposals (RFP) and received six proposals. Staff from the County and State interviewed the bidders and recommends Parametrix. Parametrix had a better proposal, scientific background, and background with the County. The contract is for almost $650,000. She asked if the councilmembers want to provide input on the decision before offering the contract. The contract will include two years of public involvement, a lot of scientific background information to write best available science to inventory streams and shorelines, a best available science record that will defend the County regarding critical areas, and all of the critical area ordinance revision and shoreline program policies. The State Department of Ecology (DOE) is closely involved. Roy asked the education of the Parametrix consultants. Goodwin stated these consultants were more scientifically qualified than any of the other firms. The team includes geologists, biologists, engineers, geo- morphologists, and alluvial experts. Their resumes are available. These consultants have better knowledge and have actually written shoreline programs, which the other consultants haven't done. Nelson asked if the monies for this project have been approved. Goodwin stated they have. Nelson asked if the Council already approved the funding. The project is almost 100 percent funded by the State. Nelson moved to allow administration to move forward with granting the contract to Parametrix. Motion carried unanimously. Nelson moved to go into executive session to discuss the two agenda items for approximately 30 minutes. Motion carried unanimously. 1. DISCUSSION REGARDING PDR PURCHASE ISSUES (AB2004 -018) 2.
