WHATCOM COUNTY COUNCIL Committee Of The Whole March 15, 2005 Council Chair Laurie Caskey- Schreiber called the meeting to order at 6:02 p.m. in the Council Committee Room, 311 Grand Avenue, Bellingham, Washington. Present: Absent: Barbara Brenner None Dan McShane Sam Crawford Seth Fleetwood L. Ward Nelson Sharon Roy 1. DISCUSSION WITH PUBLIC WORKS ENGINEERING REGARDING PENDING PROPERTY CONDEMNATION (AB2005 -018) item. McShane moved to go into executive session to discuss the first agenda Motion carried 4 -0 with Crawford, Roy, and Brenner out of the room. OTHER BUSINESS Brenner moved to send a letter to the Senate opposing Engrossed Substitute Senate Bill 1290. Motion carried 6 -0 -1 with Crawford abstaining. 2. DISCUSSION WITH SENIOR DEPUTY PROSECUTOR KAREN FRAKES REGARDING TWO CASES OF PENDING LITIGATION (AB2005 -018) McShane moved to go into executive session to discuss pending litigation. Motion carried unanimously. 3. Dana Brown - Davis, Clerk of the Council, stated Lynn Barton, who videotapes the Council meetings, needs her contract re- written for much more money. She needs to buy different equipment to do what the City of Bellingham requires to air the videotape. Caskey- Schreiber asked if this needs to go out for bid. Brown -Davis stated the amount will still be under $15,000. Roy stated she gets many complaints about the quality of the recording. Brown -Davis stated the quality changed recently. The contractor fixed the quality problem within the last couple of months. Crawford stated the problem was a sound issue. Brown -Davis stated the service can go out for bid if the Council wants, or continue with the contract as rewritten. Caskey- Schreiber moved to rewrite the contract. Motion carried unanimously. Brown -Davis stated the County can reimburse the Flood Control Zone District Advisory Committee members mileage from the flood fund, but the administration highly recommends the County not do that because it would set a precedent. Crawford stated he is not in favor of reimbursement. Nelson stated he is not in favor of reimbursement. Crawford stated he was heavily lobbied by Art Anderson, who said half the group would quit. That is a real loss of expertise, but the Council cannot go there. Caskey- Schreiber stated the Council needs these folks' expertise on the river meander limit issue. For that reason, she will support the reimbursement. They are meeting intensively, more than once per month, more than other boards. The members are all commuting from great distances. Nelson stated there has been heavy lobbying for this reimbursement. Other boards have already heard about it. He doesn't want to go there. McShane stated he supports reimbursement. Caskey- Schreiber moved to reimburse the Flood Control Zone District Advisory Committee members for mileage to special meetings on river meander limits this year. Motion failed 2 -5 with McShane and Caskey- Schreiber in favor.
