Committee Chair Seth Fleetwood called the meeting to order at 3:06 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

SPECIAL PRESENTATION
1. PRESENTATION ON THE CONCEPT OF SCHOOL IMPACT FEES (AB2007 -354)

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING ORDINANCE 2007 -031 TO REZONE UR3 TO UR4 IN
THE EVERSON URBAN GROWTH AREA AND UR3 TO RSA AD3ACENT TO THE
EVERSON URBAN GROWTH AREA, ON THE EAST SIDE OF EVERSON- GOSHEN
ROAD (AB2007 -337)
Gary Davis, Planning and Development Services, stated this is to amend an
ordinance that had a typo in it. This is just to re -adopt an ordinance to rezone a portion of
the Everson urban growth area (UGA) and outside the UGA from urban residential three
units per acre (UR -3), to UR -4. About 20 acres outside the UGA was rezoned to rural, one
unit per five acres (R5A). The R5A was not noted on the original bottom of page two of the
ordinance. The map and the rest of the ordinance were correct.
Caskey - Schreiber moved to recommend approval to the full Council.
Motion carried unanimously.
2. RESOLUTION AUTHORIZING THE PURCHASE OF A CONSERVATION
EASEMENT ON THE HOLZ FARM PROPERTY (AB2007 -355)
Fleetwood stated they would discuss this item and the next item at the same time.
Kraig Olason, Planning and Development Services Department, described the two
properties. He handed out a presentation (on file). This is the fifth round of applications.
He read from the presentation. Every year that they do appraisals, something major has
changed. This year, both applications are in the agricultural zone. He described the
location and site characteristics of the Holz and Groen properties. These would all be paid
out of 2005, and there will still be residual funds that the County will have to return because
the funding expires at the end of the month. However, these two properties will use the

funds. They should be able to close on these the last week of September. He continued to
describe the histories and characteristics of the properties.
Caskey- Schreiber moved to recommend approval of this item and the next item
(AB2007 -356).
Motion carried unanimously.
3. RESOLUTION AUTHORIZING THE PURCHASE OF A CONSERVATION
EASEMENT ON THE GROEN FARM PROPERTY (AB2007 -356)

COMMITTEE DISCUSSION
1. UPDATE ON RECONCILIATION OF DIFFERENCES WITH THE CITY OF
BELLINGHAM RELATING TO LAND CAPACITY ANALYSIS, PROPOSED UGA
ZONING, AND UGA BOUNDARY ADJUSTMENT OF THE BELLINGHAM SUBAREA
(AB2007 -318)
Cathy Craver, Planning and Development Services Department, stated that the City
Council was on its summer break at the same time the County Council was on a summer
break. Rebecca Craven has been in contact with City staff. They are waiting for an update
from the Bellingham City Council, which has a meeting on September 24. In the meantime,
County staff is preparing recommendations.
Fleetwood stated this item would be held in committee for two weeks.
OTHER BUSINESS
Weimer asked if there will be an update from staff on filling gaps in long -range
planning at the next committee meeting.
Dewey Desler, Deputy Administrator, stated they are working on it. They may have
something for the next meeting.
