6 Committee Chair Seth Fleetwood called the meeting to order at 3:05 p.m. in the
7 Council Chambers, 311 Grand Avenue, Bellingham, Washington.

20 1. ORDINANCE TO ADOPT A MINOR ADDITION TO THE CITY OF EVERSON
21 SHORT TERM UGA FOR PUBLIC ROAD RIGHT -OF -WAY AND STORMWATER
22 DETENTION FACILITY (AB2007 -174)

24 Kraig Olason, Planning and Development Services Department, stated the memo in
25 the Council packet describes the issue. He read from the memo and summarized the
26 request and its background. He handed out maps (on file).

28 Fleetwood asked if all the manmade improvements are outside the flood area.
29 Olason stated they are.

31 Because this is conceptual, he recommends that they limit what's done in that strip
32 of land. They are limiting the use of this expansion area to utilities and stormwater
33 detention facilities. There will not be any houses there. It addresses the issue of buffer and
34 separation from adjacent farmland. He read the proposed provisions to the expansion from
35 his memo.

37 Brenner stated there wasn't mention of transfers of development rights (TDB's) in
38 this. Olason stated it is embedded in the agricultural program. There is a TDR program on
39 the books now. No one is working on TDR's now.

41 Brenner asked if they agreed to provision number two. She asked if they already
42 came up with an area in which they are interested in trading. Olason stated they haven't.
43 They will look at this tonight. There has been some discussion with the City, but not
44 officially.

46 Casket'- Schreiber moved to recommend approval of the provisional urban growth
47 area expansion.

49 Motion carried unanimously.

51 Caskey- Schreiber thanked staff for working out the issues.
