6 Committee Chair Sam Crawford called the meeting to order at 11:00 a.m. in the
7 Council Chambers, 311 Grand Avenue, Bellingham, Washington.

19 1. ORDINANCE AMENDING THE 2007 WHATCOM COUNTY BUDGET, FIFTH
20 REQUEST, IN THE AMOUNT OF $373,771 (AB2007 -227)

22 Dewey Desler, Deputy Administrator, described the requests.

24 Nelson moved to recommend approval to the full Council. He asked if the metal
25 detector would be more resilient to being bumped.

27 George Reid, Administrative Services Department, explained the incident where the
28 detector was bumped. It was damaged during the incident. The detector was very old.
29 They purchased it used. The request is for a new machine. The older machines aren't
30 being serviced anymore. They must be calibrated at least once per year, which costs
31 $3,500 each time.

33 Nelson asked if there is insurance for it. Reid stated there isn't.

35 Crawford asked the security options.

37 Mike Russell, Administrative Services Department, stated this is the best they can do
38 for the space they have.

40 Crawford stated it's disappointing that they have to have this equipment in the
41 rotunda, which is a nice piece of architecture. He asked whether the money for the
42 Hungerschafer issue would have impacts to other criminal justice departments. Desler
43 stated it would not.

50 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A GRANT
51 AGREEMENT BETWEEN WHATCOM COUNTY SUPERIOR COURT AND THE
52 WASHINGTON STATE ADMINISTRATIVE OFFICE OF THE COURTS (AOC) TO
53 PROVIDE FOR A CONTRACTED LEGAL ASSISTANCE CLINIC TO AID
54 DOMESTIC VIOLENCE LITIGANTS (AS2007 -234)

Brenner asked if they would provide services to both sides.
N.F. Jackson, Superior Court, stated they would, to anyone who applies. He
described the service.
Brenner asked if both sides of a case could offer their input. Jackson stated they
can. The court facilitator position is absolutely unbiased. They've had to tell several
advocacy groups, from whom this started, that the County must be absolutely unbiased and
assume innocence until proven guilty.
Nelson moved to recommend approval to the full Council.
Motion carried unanimously.
2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A SUB -
RECIPIENT AGREEMENT TO THE 2007 STOP GRANT AWARD WITH THE
ADMINISTRATIVE OFFICE OF THE COURTS TO PROVIDE LAW ADVOCATES TO
CONDUCT A CLINIC FOR DOMESTIC VIOLENCE DISSOLUTION AND CHILD
CUSTODY LITIGANTS TO AID IN THE COMPLETION OF LEGAL PLEADINGS IN
THE AMOUNT OF $22,737 (FUNDED BY THE STOP GRANT) (AB2007 -235)
N.F. Jackson, Superior Court, explained the program.
Crawford moved to recommend approval to the full Council.
Motion carried unanimously.
3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #07 -44 TO
LOW BIDDER, SOUND FORD, FOR THE REPLACEMENT OF A 1 -TON CAB &
CHASSIS WITH A DUMP BODY IN THE AMOUNT OF $37,760.27 (AB2007-
236)
Nelson moved to recommend approval to the full Council.
Motion carried unanimously.
4. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #07 -42 TO
LOW BIDDER, SOUND FORD, FOR ONE REPLACEMENT AND 2 NEW PICKUP
TRUCKS IN THE AMOUNT OF $60,425.82 (AB2007 -237)
McShane moved to recommend approval to the full Council.
Brenner asked why they are increasing the crew.
Eric Schlehuber, Public Works Department, stated the pickups are for the work zone
safety enhancements that the Council approved, which allowed them to hire four new staff
for flagging purposes.
Brenner asked why they each need a new pickup. Schlehuber stated they were
trying to create an efficiency. They need flaggers there at the beginning of the project to
the end of the project. Many of the projects are rolling projects that roll down the road.
Intersections may be one or two miles apart.

6 REMOTE SUPPORT PLAN AND ON SITE TECHNICAL LABOR FOR
7 MAINTENANCE SERVICES OF ERICSSON MD110 EQUIPMENT THROUGH
8 DECEMBER 31, 2007 IN THE AMOUNT OF $21,990.50 (AB2007 -238)

10 Crawford moved to recommend approval to the full Council.

12 George Reid, Administrative Services Department, stated there was a budget
13 oversight in the proposal for the new operation system for maintenance. They are just
14 moving money around. A maintenance contract is more economical.

16 There was discussion about desktop equipment and future benefits of the new
17 system.

21 6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A
22 CONTRACT AGREEMENT BETWEEN WHATCOM COUNTY AND STEWART +KING
23 ARCHITECTS, INC. FOR CONSULTING SERVICES FOR THE WHATCOM COUNTY
24 COURTHOUSE — BASEMENT RENOVATIONS IN THE AMOUNT OF $38,250

27 Mike Russell, Administrative Services Request, explained the project. They are
28 remodeling space for the Elections Division and to have meeting and training rooms. The
29 project is just for the multi - purpose room and the area that the Information Technology
30 Division used to take up.

43 Brenner asked if this is about the Public Works Department budget.

45 Brad Bennett, Administrative Services Department, stated this is not a project
46 budget. This is the award of contract.

48 Brenner asked if they usually do this every year, at this amount.

51 amount every year, and spends it.
