Present: Absent: L. Ward Nelson None Dan McShane Also Present: Carl Weimer COUNCIL "CONSENT AGENDA" ITEM 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #07 -15 TO THE LOWEST BIDDER, MILLER'S PAINTING, IN THE AMOUNT OF $120,000 FOR MISCELLANEOUS INTERIOR AND EXTERIOR PAINTING OF COUNTY BUILDINGS FOR THE YEAR 2007 AND 2008 (AB2007 -181) Crawford moved to recommend approval to the full Council. Motion carried unanimously. 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #07 -21, ON -CALL RENTAL EQUIPMENT LIST, AND TO ENTER INTO CONTRACTS TO PROVIDE RENTAL OF CONSTRUCTION EQUIPMENT TO THE COUNTY ON AN ON -CALL BASIS, BY ACCEPTING ALL 11 RESPONSIVE AND RESPONSIBLE BIDS SUBMITTED, PERMITTING SELECTION OF THE APPROPRIATE VENDOR BASED ON EQUIPMENT AVAILABILITY AND SUITABILITY, WITH PREFERENCE TO LOW BIDDERS (IT IS POSSIBLE THAT MORE THAN $35,000 COULD BE SPENT WITH A SINGLE VENDOR) (AB2007 -182) Nelson moved to recommend approval to the full Council. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO AWARD BID #07 -30 TO THE SOLE BIDDER, BUD CLARY TOYOTA, FOR THE PURCHASE OF TWO HYBRID SEDANS, IN THE AMOUNT OF $49,841.25 (AB2007 -183) McShane moved to recommend approval to the full Council. Crawford stated they should all read the life cycle assessment of hybrid vehicles study. Hybrid vehicles have the biggest environmental footprint of any vehicle made. Look at alternatives for the future. He hopes technology goes elsewhere. There is talk of an alternative energy park located near the British Petroleum (BP) refinery, to look at all vehicle fuel options. The large battery component of these cars may not be the long -term way to go. The method of storage will change significantly. Finance and Administrative Services Committee, 4/10/2007, Page 1 I McShane stated a lot of the reason for the hybrid cars is for air quality in cities with 2 pollution problems, which gets lost in the argument of fuel savings. 3 4 Nelson stated he buys American made cars to support the economic base necessary 5 to solve these problems with vehicles. 6 7 Motion carried unanimously. 8 9 4. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A 10 CONTRACT AGREEMENT BETWEEN WHATCOM COUNTY AND WILSON 11 ENGINEERING, LLC TO PROVIDE CONSULTING SERVICES FOR DEVELOPING 12 A DESIGN WITH THE MULTIPLE OB]ECTIVES OF LIMITING LATERAL 13 CHANNEL MIGRATION AND RESTORATION FISH HABITAT ON THE SOUTH 14 FORK NOOKSACK RIVER NEAR THE TOWN OF ACME, IN THE AMOUNT OF 15 $86,000 (AB2007 -184) 16 17 Crawford moved to recommend approval to the full Council. 18 19 Nelson stated Chris Hatch brought forward concerns. There is no identification of the 20 Acme Flood Sub -Zone, which is a key stakeholder that should be involved. 21 22 Paula Cooper, Public Works Department, stated their intent is to include the sub - 23 zone advisory committee. 24 25 Nelson stated another concern is that they incorporate sub -zone advisory committee 26 concerns and desires. Cooper stated they will meet with the sub -zone advisory committee 27 as needed. If the sub -zone members feel like they aren't being included, they can call the 28 department. 29 30 Nelson stated another concern was that the sub -zone should have a draft copy of the 31 existing conditions report before finalization of the report, and review that report with 32 County staff. Cooper stated the staff can share a copy of that draft with the advisory 33 committee before they finalize the existing conditions report. 34 35 Nelson asked if this has gone through a process with the Countywide flood zone and 36 flood sub -zone committees. Cooper stated this was on the Countywide Flood Control Zone 37 District Advisory Committee's project list. 38 39 Nelson asked about criteria for project evaluations. Cooper stated she can present 40 the prioritized list and criteria at the next surface water work session. 41 42 Nelson stated the Finance Committee may have to discuss any proposal to change 43 the project cost -share amount. 44 45 Nelson moved that the committee recommend to the administration that there be a 46 full discussion and a recommendation from the committees regarding cost sharing and cost 47 mixing, so future districts understand their resources and responsibilities. 48 49 Bruce Roll, Public Works Department, stated it's about redefining the purpose of the 50 district. Starting the discussion to identify the issues for which they must set policy is 51 healthy. 52 Finance and Administrative Services Committee, 4/10/2007, Page 2 I McShane asked if this project would lead to salmon recovery funding. Cooper stated 2 they are trying to integrate the fish and Flood components. They will come up with a project 3 that could be funded from fisheries sources. 4 5 Nelson stated he doesn't understand how monitoring would take place and be 6 compared to the baseline. Cooper stated that work is being done by the tribes. The County 7 is trying to build on work that has already been done. Use most of the money for the actual 8 design of the project. 9 10 The committee concurred. 11 12 Motion carried unanimously. 13 14 S. REQUEST AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A CONTRACT 15 AGREEMENT BETWEEN WHATCOM COUNTY AND GEIGER ENGINEERS FOR 16 CONSULTING SERVICES FOR THE CIVIC CENTER BUILDING BEAM AND 17 COLUMN BASE REPAIR, IN THE AMOUNT OF $24,887 (AB2007 -185) 18 19 Dewey Desler, Deputy Administrator, explained the project. 20 21 Nelson moved to recommend approval to the full Council. 22 23 Motion carried unanimously. 24 25 (Clerk's Note: Councilmember Crawford left the meeting at 11:30 a.m. 26 Councilmember McShane assumed the duties of the chair.) 27 28 6. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO 29 SUPPLEMENT NO. 1 OF THE CONSULTANT AGREEMENT BETWEEN WHATCOM 30 COUNTY AND REICHHARDT & EBE ENGINEERING, INC, FOR THE FINAL 31 DESIGN OF THE SIGNALIZATION AT THE HANNEGAN ROAD AND SR -544 32 INTERSECTION, IN THE AMOUNT OF $103,838.67, FOR A TOTAL AMENDED 33 CONTRACT IN THE AMOUNT OF $309,698.69 (AB2007 -186) 34 35 Nelson moved to recommend approval to the full Council. He asked the reason for 36 conditional rights -of -way. 37 38 Jim Karcher, Public Works Department, stated they got into more right -of -way than 39 they thought for a variety of reasons. 40 41 Nelson asked how to prevent such cost increases and how to do better analyses for 42 the Six -Year Road Program. Karcher stated they underestimated the complexity of this 43 design. He explained all the complications that arose. He hopes this experience informs 44 future project planning. 45 46 McShane asked if the Six -Year Road Plan includes a contingency for the projections. 47 Karcher stated it does. Outsourcing of engineering requires them to look carefully at what 48 tasks are outsourced. Part of the problem is the lack of engineering staff. 49 50 Nelson stated he prefers that the County find a mechanism to avoid this in the 51 future. 52 53 Motion carried 2 -0 with Crawford absent. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND WASHINGTON STATE DEPARTMENT OF ECOLOGY FOR COMMUNITY LITTER CLEANUP PROJECTS, IN THE AMOUNT OF $62,100 (AB2007 -187) Nelson moved to recommend approval to the full Council. Motion carried 2 -0 with Crawford absent. S. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN INTERLOCAL AGREEMENT BETWEEN WHATCOM COUNTY AND THE PORT OF BELLINGHAM FOR DESIGN AND PERMITTING OF THE SQUALICUM CREEK ESTUARY RESTORATION TASK OF THE SQUALICUM CREEK DELTA RESTORATION PROJECT, IN THE AMOUNT OF $30,700 (AB2007 -188) McShane moved to recommend approval to the full Council. Nelson stated this area is fairly developed. He asked what they are going to do there. Erika Stroebel, Public Works Department, stated this is a small scale project. It is a pocket estuary. There are three components to this project, including creating fish weirs, removing pilings and the pier, and estuary restoration. The focus of the restoration project will be to the left of the pier structure, looking toward the land. McShane stated there will be good public involvement. Motion carried 2 -0 with Crawford absent. 9. RESOLUTION IN THE MATTER OF THE SALE OF SURPLUS PROPERTY AND THE SETTING OF A DATE FOR PUBLIC HEARING THEREON PURSUANT TO WCC 1.10 (AB2007 -189) Nelson moved to recommend approval to the full Council. Motion carried 2 -0 with Crawford absent. 10. RESOLUTION AMENDING CRP NO. 902005 FOR THE HANNEGAN ROAD IMPROVEMENT AT VARIOUS INTERSECTIONS AND REQUEST AUTHORIZATION FOR THE EXECUTIVE TO APPROVE AWARD OF CONTRACT TO WILDER CONSTRUCTION, AS LOW BIDDER IN THE AMOUNT OF $1,268,393 (AB2007 -190) McShane moved to recommend approval to the full Council. Motion carried 2 -0 with Crawford absent. OTHER BUSINESS There was no other business.
