Ward Nelson called the meeting to order at 11:00 a.m. in the Council Chambers, 311 Grand Avenue, Bellingham, Washington. Present: Sam Crawford Bob Kelly Also Present: Carl Weimer Seth Fleetwood Absent: None COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL 1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND HERRERA ENVIRONMENTAL CONSULTANTS FOR PORTAGE BAY SHELLFISH PROTECTION DISTRICT FECAL COLIFORM BACTERIA MONITORING IN THE AMOUNT OF $57,925 (AB2008 -178) Kelly moved to recommend approval to the full Council. Nelson stated monitoring is important in all districts. He will support the motion. Weimer stated this was pulled from the last meeting because of his questions about why they are contracting with a Seattle firm rather than a local firm. Erika Stroebel, Public Works Department, stated they went through a request for proposals (RFP) process to select this firm. Still using Northwest Indian College for long -term monitoring. This is a more intensive monitoring project, and the County needed additional qualifications to help develop the monitoring plan, collect samples, and do data analysis. Herrera was selected based on its qualifications. Weimer asked if they went through a request for qualifications (RFQ) process or an RFP process. Stroebel stated they went from the annual RFQ for professional services, and sent out a request for proposals to ten different firms. Weimer stated they are stuck with it, then. Nelson stated that in terms of Lake Whatcom, they can go only so far with voluntary agencies and colleges before they have to start getting better detail, so the public understands better what is happening. He appreciates the work gone into this contract. Motion carried unanimously. COUNCIL "CONSENT AGENDA" ITEM 1. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A CONTRACT BETWEEN WHATCOM COUNTY AND THE BELLINGHAM HERALD, TO PRINT REQUIRED PUBLICATIONS IN THE AMOUNT OF $11.34 FOR A SINGLE COLUMN, PER COLUMN ONE -INCH FIRST INSERTION, AND $10.50 PER COLUMN INCH FOR THE SECOND AND ALL SUBSEQUENT INSERTIONS (AB2008 -192) Finance and Administrative Services Committee, 5/6/2008, Page 1 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 44 45 46 47 48 49 50 51 52 53 54 Crawford moved to recommend approval to the full Council. Motion carried unanimously. 2. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO A GRANT AGREEMENT BETWEEN WHATCOM COUNTY AND THE OFFICE OF NATIONAL DRUG CONTROL POLICY TO SUPPORT THE NORTHWEST HIGH INTENSITY DRUG TRAFFICKING AREA BORDER TASK FORCE PROSECUTION INITIATIVE IN THE AMOUNT OF $160,724 (AB2008 -193) Crawford moved to recommend approval to the full Council. Kelly asked if this is already part of the budget or a new item. Brad Bennett, Administrative Services Department, stated it is in the budget. This is through the High Intensity Drug Trafficking Area ( HIDTA). It has been going on for several years. Marvette Gwinner, Sheriff's Office, stated they've had HIDTA for many years. They used to be able to buy equipment with it, in addition to a prosecutor and secretary. They no longer buy equipment, just pay for the prosecutor and secretary, in addition to some technology. Motion carried unanimously. 3. REQUEST AUTHORIZATION FOR THE EXECUTIVE TO ENTER INTO AN AGREEMENT BETWEEN WHATCOM COUNTY AND THE BELLINGHAM HIGHLAND GAMES ASSOCIATION TO HOLD THE EVENT AT HOVANDER HOMESTEAD PARK EACH YEAR, 2008 — 2012, IN THE ANNUAL AMOUNT OF $4,490 (AB2008 -194) Nelson moved to recommend approval to the full Council. Motion carried unanimously. OTHER BUSINESS There was no other business.
