Council Chair Carl Weimer called the meeting to order at 9:00 a.m. in the Council
Conference Room, 311 Grand Avenue, Bellingham, Washington.

Caskey- Schreiber moved to go into executive session to discuss the agenda items.
Motion carried unanimously.
