October 27, 2009
Committee Chair Barbara Brenner called the meeting to order at 9:30 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: Barbara Brenner and L. Ward Nelson
Absent: Laurie Caskey- Schreiber
Also Present: Seth Fleetwood and Sam Crawford
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING THE PROPOSED SOUTH FORK REGIONAL PARK
PLAN (AB2009 -343)
Nelson stated the community questioned the plans for ingress and egress at the
facility.
Harry Patz, 4620 Turkington Road, Acme, submitted and read from a presentation
(on file). The residents prefer that access and the parking lot be from the south, not the
north. He submitted handouts (on file).
The following people answered questions:
• Mike McFarland, Parks and Recreation Department Director
• Chris Hatch, Acme resident
• Joe Rutan, Public Works Department
Discussion included whether the County can use the southern route for access;
whether easements are available; whether the park can only have a primitive trail to avoid
development costs; whether they have to build a parking lot at all; partnering with the
State Department of Natural Resources (DNR); affects on elk herds and salmon; road
construction costs; how to evaluate impacts to area residents; Southfork Heritage
Association community concerns; whether the DNR will grant access through their lands to
the south. meeting the Recreation and Conservation Office (RCO) requirements, and; the
top concerns from the Acme residents being safety concerns related to increased traffic,
abutting private properties that would be impacted by trail systems and park development,
and environmental concerns.
Nelson moved to recommend sending a request to DNR specifically about the lands
to the south. McFarland stated they've already put in a request for reconveyance.
Nelson amended his motion and moved to ask DNR for a response to the
reconveyance request in light of the public process and Park Board process.
The motion carried by the following vote:
Ayes: Brenner and Nelson (2)
Nays: None (0)
Absent: Caskey- Schreiber (1)

Brenner moved to recommend approval to the full Council.
The motion carried by the following vote:

Nays: None (0)
Absent: Caskey- Schreiber (1)
