Public Works and Safety Committee
November 24, 2009
Committee Chair Barbara Brenner called the meeting to order at 1:45 p.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.
Present: Barbara Brenner and L. Ward Nelson.
Absent: Laurie Caskey- Schreiber.
Also Present: Carl Weimer, Sam Crawford and Bob Kelly.
COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING THE SIX -YEAR CAPITAL IMPROVEMENT PROGRAM
APPENDIX F OF THE WHATCOM COUNTY COMPREHENSIVE PLAN (AB2009-
432)
Nelson moved to recommend approval to the full Council.
Alex Cleanthous, Planning and Development Services Department, gave a staff
report.
Brenner stated a question was asked in Finance Committee about maintenance.
They put in the improvements to the Sheriff's residences in Point Roberts. She asked who
will maintain them, how they will be maintained, and where that cost comes from.
Cleanthous stated he doesn't have that information. They are seeing this amendment
because the Administrative Services Department wants to use real estate excise tax money
for the project. State law says that a project has to be six -year capital improvement
program (CIP) to use that money. He's not sure about maintenance.
Nelson stated they've already voted on the six -year capital improvement program.
He asked if this item is an amendment to that plan. Cleanthous stated this is just an
amendment to the plan.
Brenner moved to remove the $12 million in 2010 for the consolidated capital
facilities building.
The motion to amend failed by the following vote:
Ayes: Brenner (1)
Nays: Nelson (1)
Absent: Caskey- Schreiber (1)
The motion to recommend adoption of the ordinance carried by the following vote:
Ayes: Brenner and Nelson (2)
Nays: None (0)
Absent: Caskey- Schreiber (1)
