Committee Chair Laurie Caskey- Schreiber called the meeting to order at 3:00 p.m. in
the Council Chambers, 311 Grand Avenue, Bellingham, Washington.

COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL
1. ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 20.78 —
TRANSPORTATION CONCURRENCY MANAGEMENT (AB2009 -066A)
Weimer moved to recommend approval to the full Council.
Motion carried 3 -0.
COMMITTEE DISCUSSION
1. DISCUSSION REGARDING UGA REVIEW PROCESS — LAND CAPACITY
METHODOLOGY (AB2009 -052)
David Stalheim, Planning and Development Services Department Director, submitted
and read from a presentation (on file) on the land capacity analysis (LCA) methodology.
Discussion included concerns that have been brought up regarding the LCA accuracy;
whether the City of Bellingham and Whatcom County can generally agree on growth issues;
City of Bellingham concerns about purchasing transfers of development rights (TDR's);
pending questions at the next Growth Management Coordinating Council (GMCC) meeting;
whether any of the cities have indicated in writing that the process wasn't fully cooperative,
and; action taken at a recent Ferndale City Council meeting.
