DISCUSSION REGARDING THE NOVEMBER 2006 PLANNING COMMISSION 22 RECOMMENDED POLICIES FOR THE BELLINGHAM URBAN FRINGE SUBAREA 23 PLAN (AB2009 -243) 24 25 David Stalheim, Planning and Development Services Department Director, gave a 26 staff report. The two options for this item are to try and incorporate them in to the urban 27 growth area (UGA) review process or put it on the docket for 2010 for amendments to the 28 subarea plan. He suggests that the Council have staff mine this recommendation for 29 policies that can be included in the countywide plan. 30 31 The following person answered questions: 32 Rebecca Craven, Council Policy Analyst 33 34 Discussion included how to proceed with this item and trying to apply these 35 recommendations while they're working with the cities on the UGA process. 36 37 Caskey- Schreiber stated Planning Staff can determine which recommendations are 38 appropriate countywide, modify any recommendations as needed, take the modified 39 recommendations to the Growth Management Coordinating Council (GMCC), and return 40 them to the Council within the UGA process. 41 42 Kelly moved to send to Planning staff to determine which recommendations are 43 appropriate countywide, modify any recommendations as needed, take the modified 44 recommendations to the Growth Management Coordinating Council (GMCC), and return 45 them to the Council within the UGA process. 46 47 Motion carried 3 -0. 48 49 50 COMMITTEE DISCUSSION AND RECOMMENDATIONS TO COUNCIL 51 52 1. ORDINANCE AMENDING WHATCOM COUNTY CODE, TITLE 20, FOR THE 53 PURPOSES OF CLARIFYING THE DEFINITIONS OF BED AND BREAKFAST Planning and Development Committee, 5/12/2009, Page 1 1 OPERATIONS AND ADDITIONAL STANDARDS THROUGHOUT THE CODE 2 (AB2009 -229) 3 4 Michelle Stiles, Planning and Development Services Department, gave a staff report. 5 6 Discussion included the reason for the lodging definition; whether staff received 7 input on this issue from the Bed and Breakfast owner community, and; the reason for 8 making the lodging use incidental to the residential use. 9 10 Weimer moved to recommend adoption to the full Council. 11 12 Motion carried 3 -0. 13 14 2. ORDINANCE AMENDING WHATCOM COUNTY CODE, TITLE 20, FOR THE 15 PURPOSES OF CLARIFYING THE DEFINITIONS OF DAY CARE OPERATIONS 16 AND ADDITIONAL STANDARDS THROUGHOUT THE CODE (AB2009 -230) 17 18 Michelle Stiles, Planning and Development Services Department, gave a staff report. 19 20 The following people spoke: 21 Gracie Thompson, 215 Evergreen Way, stated they should discuss allowing 22 child care centers in agricultural zones. She described the nonprofit childcare 23 center she wants to develop on a specific property in an agricultural area. 24 25 Discussion included advocating for allowing a child care center in the agricultural 26 zone. 27 28 Weimer moved to recommend adoption to the full Council. 29 30 Motion carried 3 -0. 31 32 3. CONSIDERATION OF HEARING EXAMINER'S RECOMMENDATION ON 33 PLANNED UNIT DEVELOPMENT (PUD2005 -0007) AND PRELIMINARY LONG 34 SUBDIVISION, (LSS2005 -0012) FOR - LINCOLN ROAD PLAT ", FILED BY MIKE 35 OWENS (AB2009 -248) 36 37 The following people spoke: 38 • Jon Sitkin, Fire District 21 Attorney, stated include the concurrency 39 agreement in the Council packet. They support the recommendation. 40 . David Stalheim, Planning and Development Services Department Director, stated he has not received any more comments on this item.
