Committee Chair Sam Crawford called the meeting to order at 11:07 a.m. in the
Council Chambers, 311 Grand Avenue, Bellingham, Washington.

COMMITTEE DISCUSSION AND RECOMMENDATION TO COUNCIL
1. ORDINANCE AMENDING WHATCOM COUNTY CODE SECTION 6.04, ANIMAL
CONTROL, INCLUDING A NEW PROCESS FOR CONTESTED MEETINGS
(AB2009 -303)
Crawford moved to recommend approval to the full Council.
Dewey Desler, Deputy Administrator, gave a staff report.
Discussion included whether there would be a fiscal impact to District Court.
Motion carried 3 -0.
2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A
COOPERATIVE AGREEMENT BETWEEN THE US ARMY CORPS OF ENGINEERS
AND WHATCOM COUNTY FLOOD CONTROL ZONE DISTRICT FOR
REHABILITATION OF A NON - FEDERAL FLOOD CONTROL WORK JOB NO. NSK-
4-09 IN THE AMOUNT OF $241,000 (AB2009 -309)
Nelson moved to recommend approval to the Whatcom County Flood Control Zone
District Board of Supervisors.
Motion carried 3 -0.
COUNCIL "CONSENT AGENDA" ITEMS
1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A
CONTRACT BETWEEN WHATCOM COUNTY AND EDUCATIONAL SERVICE
DISTRICT 105 FOR THE ANNUAL HIDTA GRANT AWARD FOR PARTIAL
FUNDING OF THE DRUG COURT COORDINATOR IN THE AMOUNT OF $30,000
(AB2009 -310)
Kelly moved to recommend approval to the full Council.

AGREEMENT BETWEEN THE WASHINGTON STATE DEPARTMENT OF ECOLOGY
AND WHATCOM COUNTY NORTHWEST STRAITS PROJECT: MARINE
RESOURCES COMMITTEE FOR GRANT FUNDING FOR ADMINISTRATIVE AND
ACTION PROJECTS IN THE AMOUNT OF $235,544 (AB2009 -311)
Kelly moved to recommend approval to the full Council.
Discussion included getting Council approval today of a letter of support for the
Northwest Straits Marine Conservation Initiative (A132009 -027).
Motion carried 3 -0.
