Present: Absent: L. Ward Nelson Bob Kelly Also Present: Barbara Brenner COUNCIL "CONSENT AGENDA" ITEMS 1. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO A LEASE AGREEMENT BETWEEN WHATCOM COUNTY AND CASCADE BUSINESS PARK FOR USE AS A SHERIFF'S OFFICE SATELLITE OFFICE FOR THE TERM FEBRUARY 1, 2009 THROUGH JANUARY 31, 2010 IN THE AMOUNT OF $10,164 (AB2009 -104) Crawford moved to recommend approval to the full Council. Motion carried unanimously. 2. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO ENTER INTO AN INTERLOCAL COOPERATION AGREEMENT BETWEEN WHATCOM COUNTY AND THE WASHINGTON DEPARTMENT OF FISH AND WILDLIFE FOR MAINTENANCE AND OPERATION OF COOPERATIVELY MANAGED LANDS (AB2009 -105) Nelson moved to recommend approval to the full Council. Motion carried unanimously. 3. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AWARD BID #09 -06 UPON REVIEW OF ALL BIDS AND THE SELECTION OF THE MOST APPROPRIATE VENDOR AS DICTATED BY SPECIAL CIRCUMSTANCES OF THE PARTICULAR JOB FOR THE PURCHASE OF ROCK GRAVEL AND SOIL FOR COUNTY ROAD MAINTENANCE PROJECTS (AB2009 -106) Crawford moved to recommend approval to the full Council. Motion carried unanimously. 4. REQUEST APPROVAL FOR THE COUNTY EXECUTIVE TO AUTHORIZE THE USE OF WASHINGTON STATE CONTRACT TO MOTOROLA AND DAY WIRELESS FOR THE PURCHASE AND INSTALLATION OF RADIO EQUIPMENT FOR SHERIFF'S VEHICLES IN THE AMOUNT OF APPROXIMATELY $60,000 (AB2009 -107) Nelson moved to recommend approval to the full Council. REPORT ON PROCUREMENT ACTIVITIES ASSOCIATED WITH EMERGENCY 8 REPAIRS TO NORTH LAKE SAMISH ROAD FINNEY CREEK WASHOUT 9 (AB2009 -108) 10 11 Frank Abart, Public Works Department Director, gave a staff report. 12 13 Brenner stated this item was originally scheduled in the Public Works Committee, but 14 the administration moved it to the Finance Committee. It wasn't moved because the Public 15 Works Committee was cancelled. 16 17 Nelson stated procurement is a Finance Committee issue. He asked where they are 18 going with action following the flood. He asked if the administration is working with the 19 Sheriff's Office and emergency operations center (EOC). He asked if the Council will receive 20 a report regarding the emergency response. 21 22 Dewey Desler, Deputy Administrator, asked if the Council wants a report on EOC 23 performance. 24 25 Nelson stated he thought the Council would receive an after - action report. Desler 26 stated the Public Works Department prepared some things. The administration would have 27 to ask the Sheriff about a report on the EOC operation. 28 29 Nelson stated his questions have to do with responses. This item is in response to a 30 Lake Samish road wash -out. During a previous meeting, there was a concern about Jones 31 Creek and the amount of time that it took to respond. He wants to make sure the EOC is 32 operating efficiently and addressing citizen concerns `during the operation. The Council 33 must understand the process and what happens at the EOC. Desler stated they can talk 34 together about Councilmember Nelson's specific questions, and the administration can 35 prepare a response. There were many issues around the county. They did a short -term 36 report at a Council meeting. There can be a more deliberate report. 37 38 Abart submitted information and stated he hopes this information provides much 39 more detail than before. He hopes this information should be on the County website by the 40 end of the week. The information details the major locations. He hopes to hear back from 41 the State and. Federal Emergency Management Agency (FEMA) in the next week or so. He 42 prefers to wait until they have those responses. He's not sure what the County can do until 43 someone from the State or FEMA decides what they will pay. 44 45 Desler stated the County is still expecting to hear from FEMA on the County's request 46 for private and public damage response. 47 48 Nelson stated the information in Mr. Abart's handout does not include private 49 properties. Abart stated that is correct. It is only for public facilities, such as roads and 50 bridges. The County had asked citizens to call in with their damage reports, so the County 51 could compile information and locations for the State, so the State could do an initial 52 assessment of whether they would be eligible for federal assistance. Now, they've been 53 declared officially. People who have had damage to their property need to now file Finance and Administrative Services Committee, 2/10/2009, Page 2 1 officially. They need to contact FEMA. The administration has been advertising that 2 aggressively. 3 4 Brenner referenced Hovander Park and asked why the County is responsible for 5 public works inside the City of Ferndale. Abart stated he doesn't know that they are. A 6 levee or dike in that area must have gone out. 7 8 Joe Rutan, Public Works Department, stated that is item D13.
